To be specific, in the Regulations on economic-technical standards for hydrometeorological data work issued with Circular 39/2013/TT-BTNMT, the collection of surface meteorological data is regulated as follows:

* Preparation work:

Review the assigned tasks of the station network under the station's charge, including: Measurement indicators, equipment of each station as a basis for checking against the data sent by the station;

Assign labor to collect data, remind the stations to submit data on time according to current regulations (on the 5th of every month, the stations are tasked with sending data to the station; the station needs to contact to review and remind if submission is late).

* Data collection:

- Submission procedures:

- For data received directly: A data submission record with the station chief's confirmation; compile data submission records and make a handover report according to the hydrometeorological data storage regulations;- For data sent by post: Determine the postmark from the postal unit sending the data; inventory the data and compare it with the statistics made by the station, if any errors are detected, immediately notify the station to promptly supplement; confirm on the data receipt record and send it back to the sending unit.

- Check legal status: Comments and signatures of the station chief (seal if available);

- Check data volume: Based on the assigned tasks regarding measurement indicators, check the monthly report against the data volume, and determine the cause of the deficiency.

In addition, this Circular also regulates the control of surface meteorological data as follows:

* Paper data:

- Control the physical condition of the data;

- Control the implementation of procedures and regulations;

- Control various original records;

- Control different types of charts;

- Control different types of reports;

- Control the correlation calculation of various charts;

- Control the selection of extreme values of each element;

- Control correlated values checked from pre-calculated tables;

- Control between original records and various reports;

- Control between original records and various charts;

- Control correlation between measurement elements;

- Control the preparation of Synop electrical codes;

- Compare with one (or two) copies of the data report.

* Digitized data:

- Enter data according to the correction program;

- Preliminary check of data content;

- Control data according to regulations;

- Make a record of the corrected data;

- Prepare data for database storage;

- Make a data submission receipt for digital data;

- Submit digital data to the Hydrometeorological Data Center.
