Recently, the Ministry of Labor, War Invalids and Social Affairs issued Circular 23/2014/TT-BLDTBXH providing instructions on the implementation of Decree 03/2014/ND-CP on providing the Labor Code in respect of employments. This circular stipulates regulations on report on labor utilization by employers submitted to the Department of Labor, War Invalids and Social Affairs of Vietnam.

Circular 23/2014/TT-BLDTBXH stipulates on report on labor utilization by employers submitted to the Department of Labor, War Invalids and Social Affairs of Vietnam as follows:
- Within 30 days from the date of operation commencement, an employer shall declare the use of labor to the Labor, War Invalids and Social Affairs Division or Department (for employers operating in industrial parks) of the locality where its/his/her head office, branch or representative office is located.
- Biannually or annually, an employer shall report on labor changes to the Labor, War Invalids and Social Affairs Division or Department (for employers operating in industrial parks) of the locality where its/his/her head office, branch or representative office is located before May 25 and November 25 by completing the form No.07 hereto appended.
- Biannually or annually, the Labor, War Invalids and Social Affairs Division shall summarize the situation of labor use and change in labor of local enterprises and report them to the Labor, War Invalids and Social Affairs Department before June 05 and December 05 by completing the Form No.06 and 08 hereto appended.
- Biannually or annually, the Labor, War Invalids and Social Affairs Departments shall summarize the situation of labor use and change in local enterprises to report them to the Ministry of Labor, War Invalids and Social Affairs and provincial-level People’s Committees before June 15 and December 15 by completing the Form No.06 and 08 attached herein.
