On August 22, 2014, the Ministry of Natural Resources and Environment issued Circular 48/2014/TT-BTNMT specifying the technical standards for determining administrative boundary lines, setting boundary markers, and preparing administrative boundary records at all levels.

Circular 48/2014/TT-BTNMT stipulates that the description of administrative boundary lines shall be made for all boundary lines and enclosed according to administrative units. For administrative units with national border lines, the administrative boundary lines must be described up to the national border line. For administrative units with coastlines, the commune-level administrative boundary lines must be described up to the water edge. In the case where the commune-level administrative boundary line coincides with the district-level or provincial-level administrative boundary line, the commune-level administrative boundary line must be described up to the base line.
Specific regulations for the preparation of minutes confirming the description of administrative boundary lines at the commune, district, and provincial levels are as follows:
Regulations on the Preparation of Minutes Confirming the Description of Commune-Level Administrative Boundary Lines
The minutes confirming the description of commune-level administrative boundary lines must clearly reflect the following content:
- Map sheet number with administrative boundary lines;- Accompanying boundary explanation diagram (if any);- Sections of the district-level and provincial-level administrative boundary lines that coincide with the commune-level boundary line;- Starting and ending points of the commune-level boundary line;- Number of boundary markers at all levels and characteristic points;- Number of boundary sections, their length, measurement method, and direction.
Regulations on the Preparation of Confirmation Descriptions of District-Level and Provincial-Level Administrative Boundary Lines
The confirmation descriptions of district-level and provincial-level administrative boundary lines are prepared for each boundary line starting from the intersection point of district-level and provincial-level boundary lines.
The confirmation description of district-level administrative boundary lines is compiled and aggregated from the minutes confirming the description of commune-level boundary lines that coincide with the district level. The confirmation description of provincial-level administrative boundary lines is compiled and aggregated from the confirmation descriptions of district-level boundary lines that coincide with the provincial level.
The confirmation descriptions of district-level and provincial-level administrative boundary lines must clearly reflect the following content:
- Map sheet number with administrative boundary lines;- Sections of the provincial-level boundary line that coincide with the district-level boundary line (for the description of district-level boundary lines);- Starting and ending points of the district-level and provincial-level boundary lines;- Number of boundary markers and characteristic points on the district-level and provincial-level boundary lines;- Number of boundary sections, their length, and direction.
The content and figures in the confirmation descriptions of district-level and provincial-level boundary lines must conform to the content and figures in the boundary dossiers of the relevant commune-level and district-level units.
The confirmation descriptions of district-level and provincial-level boundary lines are prepared according to the forms specified in Appendix 13, Appendix 14 issued with this Circular.
