Regulation on Contribution Collection to the Public Telecommunication Service Fund

On March 29, 2016, the Ministry of Finance issued Circular 57/2016/TT-BTC guiding policies on collection, accounting of contributions to the Vietnam Public Telecommunication Service Fund, and transfer of assets formed from the funds of the Vietnam Public Telecommunication Service Fund until 2020.

According to Article 4 of Circular 57/2016/TT-BTC which stipulates the policies on the contribution of funds to the Vietnam Public Telecommunication Service Fund and the transfer of assets formed from the Fund's financial resources to 2020 for the Fund as follows:

  1. Based on the annual financial contribution plans of the enterprises, the Fund shall review and compile the plan for collecting contributions to the Fund from the enterprises and submit it to the Ministry of Information and Communications for approval.

  2. Based on the annual financial contribution plan approved by the Ministry of Information and Communications, the Fund is responsible for preparing and notifying the annual financial contribution plan to the enterprises before January 31 of the planned year.

For the year 2016, the Fund is responsible for preparing and notifying the enterprises of the annual financial contribution plan, divided by quarter, before July 1, 2016.

  1. Regularly urge enterprises to make full and timely financial contributions. Carry out the final settlement of the financial contributions to be paid annually with the subjects according to the stipulated policies.

  2. Inspect and guide the enterprises subject to financial contributions to comply with the guidelines in this Circular, ensuring that no revenue source or subject is overlooked.

  3. The Fund has the right to request enterprises to provide figures, documents, and explanations on issues related to the implementation of financial contribution obligations to the Fund.

  4. Detect and recommend the competent state management agencies to handle violations by enterprises in complying with financial contribution obligations to the Fund in accordance with this Circular and other relevant legal regulations.
