Provisions on Procedures for Issuance of Learner Driver Vehicle Permits

According to the provisions of Decree 65/2016/ND-CP, the dossier for issuing licenses for training vehicles includes the following documents:

- List of vehicles proposed for training licenses;- Vehicle registration certificate.

Also pursuant to Decree 65/2016/ND-CP, the procedure for issuing training vehicle licenses is carried out as follows:

- The organization submits the list of vehicles proposed for training licenses attached to the dossier requesting the issuance of the driving training license either directly or via postal mail to the competent authority issuing the training vehicle license;- The Department of Transport or the Directorate for Roads of Vietnam organizes the inspection and issuance of training vehicle licenses for the requesting organization at the time of inspection for the issuance of the driving training license;- Within no more than 01 working day from the date of issuing the driving training license to the training institution, the Department of Transport or the Directorate for Roads of Vietnam issues the training vehicle license. In case of non-issuance, a written response with clear reasons must be provided;- In case of re-issuance of the training vehicle license or addition of training vehicles: The training institution prepares 01 set of dossiers and sends directly or via postal mail to the competent authority issuing the training vehicle license.- Within no more than 03 working days from the date of receiving the complete dossier, the Department of Transport or the Directorate for Roads of Vietnam organizes the inspection and issuance of the training vehicle license for the training institution. In case of non-issuance, a written response with clear reasons must be provided.
