On September 23, 2024, the Minister of Information and Communications issued Circular 12/2024/TT-BTTTT stipulating the standards and conditions for the promotion of public employees in the Information and Communications sector.

Standards for promotion in professional titles for film producers in Vietnam from November 07, 2024

The requirements for promoting the professional title of film producers in Vietnam from November 7, 2024, are stipulated as follows:

(1) Promotion to Class I film producer, Code: V11.11.31

- Currently holding the Class II film producer, Code: V11.11.32.

- Having held the Class II film producer (or equivalent) for at least 06 years. In case of holding an equivalent position, at least 01 year (12 months) must be spent holding the Class II film producer until the deadline for submission of the promotion application (the time holding the Level II title can be accumulated if not continuous).

- During the time holding the Class II film producer (or equivalent), have led or participated in editing at least 02 (two) awarded works at the ministry, sector, or provincial level; or led at least 02 (two) specialized scientific research projects or programs at the ministry or provincial level undertaken by the managing or employing agency of the public employee, which have been issued or accepted by the competent authority.

- During the time holding the Class II film producer (or equivalent), have received a certificate of merit or achieved the title of competitive soldier at the ministry, sector, or provincial level due to achievements in professional activities.

(2) Promotion to Class II film producer, Code: V11.11.32

- Currently holding the Class III film producer, Code: V11.11.33.

- Having held the Class III film producer (or equivalent) for at least 09 years (excluding probation and trial periods). In case of holding an equivalent position, at least 01 year (12 months) must be spent holding the Class III film producer until the deadline for submission of the promotion application (the time holding the Level III title can be accumulated if not continuous).

- During the time holding the Class III film producer (or equivalent), have led or participated in editing at least 01 (one) awarded work at the ministry, sector, or provincial level; or participated in writing a specialized article in at least 01 (one) basic-level scientific research project or program undertaken by the managing or employing agency of the public employee, which have been issued or accepted by the competent authority.

- During the time holding the Class III film producer (or equivalent), have received a certificate of merit or achieved the title of competitive soldier at the ministry, sector, or provincial level, or have twice received the title of competitive soldier at the basic level due to achievements in professional activities.

More details can be found in Circular 12/2024/TT-BTTTT, which comes into force in Vietnam from November 7, 2024.
