Approval of the task to adjust the General Plan for the Construction of the Dong Dang - Lang Son Border Gate Economic Zone, Lang Son Province of Vietnam until 2045 with the following specific contents:
(1) Scope, boundaries, and scale of the plan adjustment
- The scope and boundaries of the area for which the General Plan for the Construction of the Dong Dang - Lang Son Border Gate Economic Zone, Lang Son Province until 2045 is adjusted are basically in compliance with Decision No. 138/2008/QD-TTg dated October 14, 2008, by the Prime Minister of the Government of Vietnam on establishing and promulgating the operational regulations of the Dong Dang - Lang Son Border Gate Economic Zone, Lang Son Province.
- The scope of the Economic Zone includes: Hoang Van Thu Ward, Tam Thanh Ward, Vinh Trai Ward, Dong Kinh Ward, Chi Lang Ward, and Hoang Dong Commune, Quang Lac Commune, Mai Pha Commune of Lang Son City; Cao Loc Commune-level town, Dong Dang Commune-level town, and the communes of Bao Lam, Hong Phong, Phu Xa, Thuy Hung, Thach Dan, Binh Trung, Hop Thanh, Yen Trach, Tan Lien of Cao Loc District; the communes of Tan Thanh, Tan My of Van Lang District; Dong Giap Commune of Van Quan District; and part of Van An Commune of Chi Lang District. The boundaries are specifically defined as follows:
+ Northeast: Area of boundary marker 1151, Bao Lam Commune, Cao Loc District;+ Northwest: Reaching Tan Thanh Border Gate, Van Lang District (end of Tan Thanh, Tan My communes, Van Lang District);
+ West: Ending at Binh Trung Commune, Cao Loc District and Dong Giap Commune, Van Quan District;
+ East: Ending at Thach Dan and Hop Thanh communes, Cao Loc District;
+ South: Yen Trach Commune, Cao Loc District and part of Van An Commune, Chi Lang District;
+ Southeast: Tan Lien Commune, Cao Loc District.
- Planning scale: 39,400 ha, remains unchanged according to Decision No. 1055/QD-TTg dated July 8, 2010, by the Prime Minister of the Government of Vietnam approving the Adjustment of the General Plan for the Construction of the Dong Dang - Lang Son Border Gate Economic Zone, Lang Son Province until 2030.
(2) Planning period
Short-term phase until 2035; long-term phase until 2045.
(3) Objectives of the plan adjustment
- To specify: Decision No. 138/2008/QD-TTg dated October 14, 2008, by the Prime Minister of the Government of Vietnam on the establishment and promulgation of the operational regulations of the Dong Dang - Lang Son Border Gate Economic Zone, Lang Son Province; Decision No. 1199/QD-TTg dated October 14, 2023, by the Prime Minister of the Government of Vietnam approving the border gate planning on the land border between Vietnam and China for the period of 2021 - 2030, with a vision to 2050; Decision No. 236/QD-TTg dated March 19, 2024, by the Prime Minister of the Government of Vietnam approving the planning of Lang Son Province for the period 2021 - 2030, with a vision to 2050.
- Continue to build the Dong Dang - Lang Son Economic Zone, maintaining its position as the most important land commercial border gate of the country, a crucial land transshipment point in connecting China - Vietnam - Southeast Asian countries; a driving force for developing Lang Son City into a green border city associated with a smart border gate equipped with modern infrastructure.
- Develop the Dong Dang - Lang Son Economic Zone with new positions and development trends, in the context of international integration and globalization, to effectively exploit the potentials of the Economic Zone, in association with sustainable development and ensuring the ecological environment, gradually developing a circular economy, green economy associated with national defense security, maintaining border security and order, overcoming existing issues in border management cooperation, development of Vietnam - China border trade, contributing to promoting economic, cultural, and social cooperation and exchanges, ensuring a peaceful, friendly, and mutually developed border area.
- Provide a legal basis for land use management, formulate sub-zone planning projects, detailed planning, control the implementation of development programs - investment projects, and the development of the Border Gate Economic Zone according to the approved plan.
