Promulgation of Standards for Captains on Fishing Vessels

On November 15, 2018, the Ministry of Agriculture and Rural Development issued Circular 22/2018/TT-BNNPTNT regulating crew members of fishing vessels and fishery service ships.

According to the regulations under Circular 22/2018/TT-BNNPTNT, the position of captain of a fishing vessel must meet the following standards:

- Satisfy the standards for crew members as specified in Clause 1, Article 74 of the Fisheries Law;- Be within the working age as prescribed by law;- Have a health certificate issued by an authorized medical institution;- Hold diplomas and professional certificates as specified in Clause 1, Article 11 of Circular 22.

Also according to Circular 22/2018/TT-BNNPTNT, the responsibilities of the captain include:

- Being the highest commander on the fishing vessel, commanding the ship according to superior policies;- The captain is responsible before the law and the ship owner for managing, operating the ship, and directing the crew on board to perform tasks related to the exploitation, protection of aquatic resources, purchase, processing, transportation, and transshipment of aquatic products in compliance with the regulations.
