Process for Evaluation and Classification of General Education Teachers in the 2018-2019 Academic Year

Recently, Thu Ky Luat has received numerous inquiries from Esteemed Clients and Members regarding the process of evaluation and classification of teachers for the 2018-2019 academic year. Thu Ky Luat would like to address this issue in the following article.

1. Assessment Process

According to Clause 1, Article 10 of Circular 20/2018/TT-BGDDT, the assessment according to professional standards for teachers in general education institutions is carried out as follows:

- Teachers self-assess according to professional standards.- The general education institution organizes peer feedback within the specialized team regarding the teachers assessed according to professional standards.- The head of the general education institution performs the assessment and announces the results based on the teacher's self-assessment, peer feedback, and actual performance of tasks through appropriate, verifiable evidence.

2. Rating Assessment Results

According to Article 10 of Circular 20/2018/TT-BGDDT, the assessment results according to professional standards for teachers are determined as follows:

- Met professional standards at a good level: All criteria are at least at a fair level, with at least two-thirds of the criteria at a good level, including criteria specified in Article 5 of this regulation.- Met professional standards at a fair level: All criteria are at least at an acceptable level, with at least two-thirds of the criteria at a fair level or higher, including criteria specified in Article 5 of this regulation at a fair level or higher.- Met professional standards at an acceptable level: All criteria are at least at an acceptable level.- Did not meet professional standards: Any criterion is assessed as not met (a criterion is assessed as not met when it does not meet the requirements of the acceptable level for that criterion).

3. Assessment Cycle

- Teachers self-assess annually at the end of the academic year.- The head of the general education institution organizes teacher assessments every two years at the end of the academic year.

Note:

- In special cases (e.g., the management agency requires selection, appointment for training courses), with the approval of the higher management agency, the head of the general education institution can shorten the assessment cycle and conduct teacher assessments annually at the end of the academic year according to the full process mentioned above.- The collection of evidence (documents, materials, objects, phenomena to objectively verify the extent of achievement in teaching and educating students in general education institutions as prescribed in Circular 20/2018/TT-BGDDT) to serve the assessment needs to be proactively carried out from the beginning of the academic year.
