On July 22, 2024, the Minister of Culture, Sports and Tourism of Vietnam issued Decision 1998/QD-BVHTTDL announcing the amended administrative procedures related tourism within the scope of management of the Ministry of Culture, Sports and Tourism of Vietnam.

To be specific, according to the Appendix issued with Decision 1998/QD-BVHTTDL in 2024, the procedures for recognizing food and drink establishment qualified for provision of services for tourists in Vietnam are as follows:

Implementation steps:

- Organizations and individuals operating food service businesses voluntarily register for recognition as establishments meeting tourist service standards with the competent state agencies.

- Organizations and individuals operating food service businesses submit their dossiers to the Department of Tourism/Department of Culture, Sports and Tourism where the business is located;

- Within 20 days from the date of receiving valid dossiers, the Department of Tourism/Department of Culture, Sports and Tourism will appraise and recognize; in case of non-recognition, it must reply in writing and clearly state the reasons.

Method of implementation:

- Submit directly or via postal service to the Department of Tourism/Department of Culture, Sports and Tourism.

- Submit electronically if the provincial information system for administrative procedure resolution has implemented online reception.

Components and quantity of the dossier:

- Dossier components:

(1) Application form for recognition as an establishment meeting tourist service standards (Form No. 10 Appendix II issued with Circular 06/2017/TT-BVHTTDL dated December 15, 2017, amended at point b, clause 1, article 2 Circular 04/2024/TT-BVHTTDL dated June 26, 2024)

(2) Explanation of meeting tourist service standards.

- Dossier quantity: 01 (set).

Processing time: 20 days from the date of receiving a valid dossier.

Subject of the administrative procedure: Organization, individual.

Agency implementing the administrative procedure:

- The competent authority: Department of Tourism/Department of Culture, Sports and Tourism.

- The direct implementing agency: Department of Tourism/Department of Culture, Sports and Tourism.

Result of the administrative procedure: Decision.

Fee, charge: 1,000,000 VND/dossier (Circular 34/2018/TT-BTC dated March 30, 2018, of the Minister of Finance).

Application for recognition as an establishment meeting tourist service standards (Form No. 10 Appendix II issued with Circular 06/2017/TT-BVHTTDL dated December 15, 2017, amended at point b, clause 1, article 2 Circular 04/2024/TT-BVHTTDL dated June 26, 2024).

Requirements and conditions for implementing administrative procedures:

(1) Have a business registration and ensure business conditions for food service as prescribed by law;

(2) Dining rooms must have adequate lighting; have a ventilation system; have convenient tables, chairs, or seating areas; a dry, clean, non-slip floor; clean and dry utensils; and a trash bin;

(3) Have a menu in Vietnamese, English, and other languages (if necessary) with illustrative images;

(4) The kitchen must be well-ventilated with separate areas for food preparation and cooking; have equipment for food storage and preparation;

(5) Staff must have a civilized and polite service attitude; wear uniforms and name tags on their shirts;

(6) Display prices and sell at the listed prices;

(7) Have clean restrooms that are ventilated and well-lit.
