Procedures for quoting international payment rates between Vietnamese enterprises and Foreign enterprises

Circular 02/2007/TT-BTTTT stipulates the process of quoting international payment rates between Vietnamese enterprises and foreign enterprises as follows:

- International payment rates between enterprises providing international postal and telecommunications services of Vietnam and foreign enterprises are managed through the quotation form.

- Enterprises providing international postal and telecommunications services directly negotiate, agree on the international payment rates, and sign international payment contracts with foreign postal and telecommunications enterprises based on ensuring sovereignty, national interests; interests of users and enterprises.

- The quotation of international payment rates to the Ministry of Information and Communications.

- The quotation dossier includes: Official Dispatch with the price quotation and the decision on issuing the service rates of the enterprise. The quotation dossier must be sent to the Ministry of Information and Communications no later than 03 working days after the enterprise's service rate decision is signed and issued.

Notice: Enterprises providing international postal and telecommunications services, when conducting international payments, must apply necessary economic, technical, and operational measures to ensure contract performance in accordance with legal regulations and international practices to avoid prolonged bad debt situations between parties.

Furthermore, this Circular also stipulates that based on developmental conditions in each period, the Ministry of Information and Communications will prescribe specific management forms for channel leasing, port leasing, shared infrastructure usage, and service resale.
