This is the content stipulated in Decree 70/2010/NĐ-CP elaborating the Law on Atomic Energy regarding nuclear power plants in Vietnam.

Article 30 of Decree 70/2010/ND-CP stipulates the application for licensing of trial operation of nuclear power plants in Vietnam include:

- The application includes:

An application for a license for trial operation;

A report on safety analysis before trial operation:

Description of operation conditions, technical parameters and limitations;

A plan and process of fuel intake and trial operation;

A report on technical capability to assure safe operation of the nuclear power plant;

A plan on assurance of operation quality;

A plan of action in response to incidents.

- The Ministry of Industry and Trade shall grant licenses for trial operation of nuclear power plants after consulting the Ministry of Science and Technology and the National Council for Nuclear Safety.

The safety control agency of the Ministry of Industry and Trade and the radiation and nuclear safety agency of the Ministry of Science and Technology shall inspect and supervise the trial operation of nuclear power plants.

More details can be found in Decree 70/2010/ND-CP, which comes into force from August 10, 2010.
