Regarding this matter, LawNet would like to answer as follows:
On April 11, 2024, the Minister of the Ministry of Culture, Sports, and Tourism issued Decision 988/QD-BVHTTDL on the announcement of new and amended internal administrative procedures related to emulation and commendation among agencies and units under the Ministry of Culture, Sports, and Tourism.
- The heads of Emulation Clusters, including the Departments of Culture, Sports and Tourism, the Department of Culture and Sports, and the Department of Tourism, who are eligible for consideration for the "Emulation Flag of Ministry" title, are responsible for organizing the evaluation and preparing the application for the "Emulation Flag of Ministry" title.
- The application for consideration for awarding the "Emulation Flag of Ministry" title from the Emulation Clusters is submitted directly, by post, or online (electronic dossier) to the Ministry of Culture, Sports, and Tourism (through the Organization and Personnel Department).
- The Organization and Personnel Department reviews the application and submits it to the Emulation and Commendation Council within 25 working days from the date of receiving the complete application as prescribed (except for emergency rewards). In the event that the application is incomplete, within 5 working days, the Organization and Personnel Department will notify the agency or unit to complete the dossier.
- Request for consideration for the emulation title (applied according to Form 01 Appendix 01 issued together with Decree 98/2023/ND-CP);
- Collective achievement report (applied according to Form 02 Appendix 01 issued together with Decree 98/2023/ND-CP);
- Emulation evaluation minutes and voting results of the Emulation Cluster.
* Criteria for consideration for awarding the "Emulation Flag of Ministry" title:
- The "Emulation Flag of Ministry" title is awarded at the end of the working year or academic year to collectives that meet the criteria specified in Article 26, Clause 1 of the Law on Emulation and Commendation 2022, which are as follows:
+ Fulfilling and exceeding the emulation targets and tasks assigned in the year; being an outstanding collective in the Ministry, departments, sectors, and provinces;
+ Having internal solidarity; having clean and strong parties and mass organizations; actively practicing thrift; combating waste, corruption, negative phenomena, and other social evils.
- The "Emulation Flag of Ministry" title is awarded to the leading collective in the emulation movement according to the topic launched by the Ministry for a period of 3 years or more when summarizing the movement.
* The target for awarding the "Emulation Flag of Ministry" title is exemplary collectives, leading the emulation movement of Emulation Clusters and the emulation movement according to the topic launched by the Ministry, including:
- Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Departments of Tourism of provinces and centrally-run cities;
- Agencies, organizations, and career units operating in the fields of culture, family, sports, and tourism.
- Emulation principles include:
= Voluntariness, self-consciousness, publicity, and transparency;
= Unity, cooperation, and mutual development.
- Commendation principles include:
= Accuracy, publicity, transparency, equality, and timeliness;
= Assurance of uniformity between forms and subjects of commendation and meritorious services and achievements;
= One commendation form may be awarded many times to one subject; prohibition against provision of multiple awards or other forms of commendation to one achievement; provision of commendation to the corresponding achievement;
= Focus on the provision of commendations to individuals, collectives, and households that directly work, produce, and conduct business; individuals and collectives that work in borders, seas, islands, and regions with extremely difficult socio-economic conditions.
