The Ministry of Natural Resources and Environment issues Circular 09/2018/TT-BTNMT specifying the on-site inspection and verification procedures for imported glass.
According to Circular 09, on-site inspection and assessment activities are carried out visually for all containers or bulk items belonging to imported glass scrap shipments; estimating the contamination rate and combining with rapid measuring equipment for certain parameters of the glass scrap shipment.
The on-site inspection and assessment process is carried out as follows:
- General inspection of the shipment: type, weight of scrap, quality of imported scrap;- Photographing inspection positions;- Checking certain parameters using rapid measuring equipment on site (for cases requiring on-site rapid measurement);- Checking the contamination rate: identifying the type of accompanying contaminants, estimating the percentage (%) by weight of accompanying contaminants.
Also according to Circular 09, the results of on-site inspection and assessment are processed according to one of the following cases:
- In case the imported glass scrap shipment is inspected and evaluated to be in compliance with the Standard, the designated inspection organization provides the inspection result document (inspection certificate) of the glass scrap shipment to the organization or individual requesting the inspection and the Inspecting Agency, as a basis for the Inspecting Agency to issue an inspection result notification of the state quality inspection of the imported glass scrap shipment for customs clearance procedures according to regulations;- In case the imported scrap shipment does not comply with the Standard, the designated inspection organization provides the inspection result document (inspection certificate) of the glass scrap shipment to the organization or individual requesting the inspection and the Inspecting Agency, to proceed with handling according to regulations;- In case the imported glass scrap shipment's compliance with the Standard cannot yet be determined, samples are taken for analysis.
