Recently, the Minister of Finance issued a Draft Circular guiding the trading of listed shares, fund certificates, corporate bonds, and covered warrants registered for trading on the securities trading system.
Principles for opening securities trading accounts by Securities Companies are stipulated in the Draft Circular guiding transactions in the securities market as follows:

- Securities companies with proprietary trading operations and members of the Stock Exchange are permitted to open one (01) proprietary trading account at their own securities company, and are not allowed to open any securities trading account at other securities companies.- In case the securities company no longer has proprietary trading operations but is still a member of the Stock Exchange, it is allowed to continue using its proprietary trading account to sell all the securities held. The aforementioned account must be closed immediately after all securities are sold.- In case the securities company still has proprietary trading operations but no longer conducts brokerage operations or is not a member of the Stock Exchange, it is allowed to open a securities trading account at other securities companies to carry out investments.- The securities company is allowed to open a market-making trading account for listed/registered securities and a hedging account for covered warrants at its own company to carry out related transactions.- The securities company is allowed to open a securities trading account at ETF founding members to execute transactions of ETF certificates. This account is used for the swap transactions of the constituent securities portfolio for ETF certificates in the primary market and for buying and selling ETF certificates in the secondary market, and not for other securities transactions.- Other securities trading accounts according to relevant legal regulations.
