On February 11, 2017, the Ministry of National Defense issued Circular 34/2017/TT-BQP stipulating the standards, quantities, and regular meal allowances for coaches, athletes, and physical education teachers in the Army.
According to Circular 34, ensuring the implementation of standards, norms, and regular meal allowances for coaches, athletes, and physical education (PE) teachers is based on the following principles:
- Individuals employed in the kitchens of centers, teams, or sports units who do not receive the meal allowance stipulated in Circular 11 are entitled to an additional allowance of 5,000 VND/person/day.- Meal allowances are uniformly calculated based on the price of premium fragrant rice at 21,000 VND/kg. When the unit has to purchase rice at a price higher than the specified rate, the difference is accounted for in accordance with current regulations. If the purchase price of rice is lower, the difference will be supplemented to purchase food to ensure meals for the entitled individuals.- Salaried individuals entitled to regular meal allowances only pay for meals at the basic rate for non-commissioned officers and infantry soldiers; the difference is provided and settled by the unit with the superior entity.- Individuals are entitled to the highest single meal allowance policy and are not entitled to receive overlapping meal allowance policies. However, coaches and athletes who participate in the national team during concentration training maintain their regular sports meal allowance at their unit.- Coaches and athletes injured during training will retain their previous meal allowance once they return to training after recovery. If they are unable to maintain their rank or class upon returning to competition, the General Staff will consider and decide the appropriate retention of meal allowance for coaches and athletes to ensure their competitive capability.- The personnel list approved by the General Staff will determine the final accounted number.- PE teachers directly teaching sports are not entitled to the tonic allowance stipulated in Clause 2, Article 3 of Circular 34.
