The Ministry of Natural Resources and Environment has issued Circular 76/2017/TT-BTNMT to specifically regulate the principles of assessing the capacity to receive wastewater and the load-bearing capacity of river and lake water sources.
Circular 76 stipulates the following principles when assessing the capacity to receive wastewater and the load-bearing capability of river and lake water sources:
- The assessment of the capacity to receive wastewater and the load-bearing capability of water sources must ensure systematic consideration by river basin and water source.- For water sources such as rivers, streams, canals, and creeks (hereinafter referred to as rivers), the assessment of the capacity to receive wastewater and the load-bearing capability must be divided into segments for evaluation.- The segmentation of a river, identification of water use purposes, selection of flow rates, selection of surface water quality parameters, and pollutant parameters of wastewater sources to assess the capacity to receive wastewater and the load-bearing capability for each river segment must ensure systematic consideration by each river and river system.- The assessment of the capacity to receive wastewater and the load-bearing capability of river and lake water sources must be conducted for each pollution parameter.- The assessment of the capacity to receive wastewater and the load-bearing capability of river and lake water sources must be based on the characteristics of the intended use, the self-purification capacity of the water sources, and the scale and nature of current and planned wastewater sources according to socioeconomic development plans.
