On November 25, 2024, the Minister of Culture, Sports and Tourism of Vietnam issued Circular 13/2024/TT-BVHTTDL providing guidance on the functions, duties, powers, and organizational structure of public service providers in the field of performing arts under the Departments of Culture, Sports and Tourism, as well as the Departments of Culture and Sports of provinces and central-affiliated cities.

Functions of public service providers in the field of provincial-level performing arts in Vietnam

Public service providers in the field of performing arts at the provincial level have the function of organizing art performances to serve the political tasks of the locality, meeting the needs of the public for cultural, artistic, and entertainment enjoyment; propagating and disseminating the Party's guidelines and the State's policies and laws through performing arts activities; and providing public service activities and serving state management in the field of performing arts in accordance with the law.

A public service unit in the field of performing arts at the provincial level has legal entity status, its own seal, bank account, and headquarters as prescribed by law.

Duties and powers of public service providers in the field of provincial-level performing arts in Vietnam

According to Article 3 of Circular 13/2024/TT-BVHTTDL, public service providers in the field of performing arts at the provincial level have the following duties and powers:

- Develop long-term, annual or ad-hoc performing arts activity plans to be submitted to the competent authorities and organize implementation upon approval;

- Develop and disseminate performing arts works and programs; build and implement exemplary activity models in the field of performing arts;

- Explore, research, collect, preserve, restore, introduce, promote, and enhance various forms of performing arts;

- Take the lead in cooperating with relevant sectors, agencies, and organizations in implementing tasks to develop performing arts activities serving political, economic, cultural, and social duties and other local tasks;

- Coordinate in organizing competitions and festivals of various forms of performing arts;

- Provide basic and essential public service activities in the field of performing arts;

- Jointly venture and collaborate with organizations and individuals to organize performing arts activities in accordance with the law;

- Organize training, workshops, and enhance performance skills for the unit’s performers according to approved plans; cooperate with relevant agencies, organizations, and training institutions in selecting and training talented individuals in the field of performing arts;

- Collaborate, exchange, and share expertise in performing arts with related domestic and international units in accordance with the law;

- Participate in national and international professional performing arts competitions and festivals in accordance with the law;

- Implement regular and ad-hoc reporting and statistical regimes as prescribed by law;

- Establish suitable job positions in line with the unit’s functions and duties to be submitted for approval by competent authorities; develop targets, plans, measures, and solutions for task implementation;

- Manage the organizational structure, staffing, and implement policies concerning public employees and workers within the management scope;

- Manage and use finance, assets, assigned resources, and other revenues in accordance with the law;

- Perform other duties assigned by the Director of Culture, Sports and Tourism, Director of Culture and Sports, and heads of competent agencies as prescribed by law.
