On February 24, 2025, the Government of Vietnam issued Decree 26/2025/ND-CP stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam.

Position and function of the State Bank of Vietnam from March 1, 2025

According to Article 1 of Decree 26/2025/ND-CP, the position and function of the State Bank of Vietnam are defined as follows:

The State Bank of Vietnam (hereinafter referred to as the State Bank) is a ministerial-level agency of the Government of Vietnam, the Central Bank of the Socialist Republic of Vietnam; performs the state management functions in currency, banking operations, and foreign exchange (hereinafter referred to as currency and banking) and public services within the management scope of the State Bank; performs the Central Bank's function of issuing currency, is the bank of credit institutions, and provides monetary services to the Government of Vietnam.

Organizational structure of the State Bank of Vietnam from March 1, 2025

According to Article 3 of Decree 26/2025/ND-CP, the organizational structure of the State Bank of Vietnam includes:

1. Department of Monetary Policy.

2. Department of Payment.

3. Department of Credit for Economic Sectors.

4. Department of Forecasting, Statistics - Monetary and Financial Stability.

5. Department of International Cooperation.

6. Department of Legal Affairs.

7. Department of Finance and Accounting.

8. Department of Personnel Organization.

9. Office.

10. State Bank Inspectorate.

11. Transaction Office.

12. Information Technology Department.

13. Department of Issuance and Vaults.

14. Foreign Exchange Management Department.

15. Department for Anti-Money Laundering.

16. Department for Management and Supervision of Credit Institutions.

17. Department of Safety of Credit Institutions' System.

18. State Bank branches in various regions (Regional State Bank).

19. National Credit Information Center of Vietnam.

20. The Banking Times.

Units numbered from 1 to 18 are administrative organizations assisting the Governor of the State Bank in performing the state management function and the Central Bank's function; units numbered 19 and 20 are public service providers serving the state management function of the State Bank.

The Department of Monetary Policy and the Department of Forecasting, Statistics - Monetary and Financial Stability have 6 divisions. The Department of Credit for Economic Sectors, Department of International Cooperation, Department of Finance and Accounting, and Department of Personnel Organization have 5 divisions. The Department of Payment has 4 divisions. The Department of Legal Affairs has 3 divisions.

The Governor of the State Bank submits to the Prime Minister of the Government of Vietnam a list of other public service providers under the State Bank of Vietnam.

The Governor of the State Bank issues decisions stipulating the functions, tasks, powers, and organizational structure of the organizations and units under the State Bank according to legal regulations.

This Decree repeals:

- Decree 102/2022/ND-CP dated December 12, 2022, of the Government of Vietnam stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;

- Decree 26/2014/ND-CP dated April 7, 2014, of the Government of Vietnam on the organization and activities of banking inspection and supervision;

- Decree 43/2019/ND-CP dated May 17, 2019, of the Government of Vietnam amending and supplementing several articles of Decree 26/2014/ND-CP dated April 7, 2014, of the Government of Vietnam;

- Decree 146/2024/ND-CP dated November 6, 2024, of the Government of Vietnam amending, supplementing, repealing several articles of Decree 102/2022/ND-CP dated December 12, 2022, of the Government of Vietnam stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam and Decree 26/2014/ND-CP dated April 7, 2014, of the Government of Vietnam on the organization and activities of banking inspection and supervision previously amended and supplemented by Decree 43/2019/ND-CP dated May 17, 2019, of the Government of Vietnam;

- Decision 18/2024/QD-TTg dated November 6, 2024, of the Prime Minister of the Government of Vietnam stipulating the functions, tasks, powers, and organizational structure of the Banking Inspection and Supervision Agency under the State Bank of Vietnam.
