Decree 123/2014/ND-CP stipulates that the title "National Artisan" is awarded to individuals who have been conferred the title "Excellent Artisan" by the State and meet the following standards:

- Loyal to the Socialist Republic of Vietnam; well observe the policies and directions of the Communist Party and the laws of the State; the rules and regulations of agencies, units, organizations, and localities.

- Have good moral qualities, exemplary in life; dedicated and devoted to the profession, respected and admired by colleagues and the public.

- Have exceptionally outstanding knowledge and skills, and have significant contributions to the preservation and promotion of the value of the national handicraft industry, specifically:

- Master skills and secrets; pass on and teach the trade to at least 150 individuals, except for special trades, or have trained at least 01 individual who has been conferred the title "Excellent Artisan" by the State;- After being bestowed the title "Excellent Artisan", the Artisan must directly design and create 02 new products or works with economic, technical, and artistic value, winning awards or being certified by state organizations, economic organizations, social-professional organizations for achieving merit in domestic and international competitions, fairs, or exhibitions permitted by the Prime Minister the Government of Vietnam to be organized.

- Have at least 20 years of experience in the trade.
