On November 27, 2020, the Government issued Decree 138/2020/ND-CP regulating the recruitment, employment and management of officials in Vietnam.
Participation in the first round of recruitment for officials in Vietnam must be no later than 15 days from the date of summons (Internet image)
Article 14 of Decree 138/2020/ND-CP stipulates the establishment of a Recruitment Council decided by the head of the agency with recruitment authority. The establishment of the Admission Registration Form Inspection Committee is decided by the Chairman of the Recruitment Council no later than 05 working days from the date of the establishment of the Recruitment Council. In case the candidate does not meet the conditions and criteria for admission, no later than 05 working days from the date of completion of checking the application registration form, the recruitment council is responsible for sending a written notice to the candidate registered at the address where the candidate has registered.
* Regarding the organization of the entrance exam:
- The recruitment council announces the list and summons qualified candidates and standards to participate in round 1, while at the same time posting it on the website or portal and posting it publicly at the headquarters of the recruitment agency. No later than 15 days from the date of notice summoning candidates to participate in round 1, the Recruitment Council must organize the round 1 exam.
- Round 1:
+ In case the recruitment agency organizes the first round of exams on a computer, the results must be notified to candidates immediately after the end of the computer test. There is no review of round 1 exam results on computers.
+ In case the recruitment agency organizes an exam on paper for round 1, the exam marking will be carried out as follows:
+ Based on practical conditions during the process of organizing the examination, the Chairman of the Recruitment Council decides to extend the time limit for performing the tasks specified at this point, but the total time must not exceed 15 days.
- Round 2:
+ No later than 05 working days from the end of round 1, the recruitment council must make a list and announce the summoning of qualified candidates to take part in round 2 at the same time, post it on the website or portal, and post it publicly at the headquarters of the recruitment agency.
+ No later than 15 days from the date of notice summoning candidates to participate in round 2, the Recruitment Council must organize round 2.
+ In the event that the recruitment agency organizes the second round of exams in the form of a written exam or a combined exam of interview and writing, the marking of the written exam and re-marking of the written exam will be carried out as prescribed in Point b of this Clause. There will be no review of round 2 results by interview.
* Regarding the admission organization:
+ At least 05 working days after the end of checking the candidates' conditions and standards in round 1, the recruitment council must make a list and announce the summoning of qualified candidates to interview in round 2 at the same time, post it on the website or portal, and post it publicly at the headquarters of the recruitment agency.
+ No later than 15 days from the date of notice summoning candidates to participate in round 2, an interview must be held in round 2. There will be no review of the interview results in round 2.
