Organizing the Promotion Review for Public Preschool and General Education Teachers' Professional Titles

Circular 29/2017/TT-BGDDT on the regulations for the promotion assessment of public kindergarten and general education teachers' professional titles was promulgated on November 30, 2017. One of the basic contents of this document is the regulation on the organization of promotion assessment for public kindergarten and general education teachers' professional titles.

To be specific, according to the guidelines provided in the Regulation issued with Circular 29/2017/TT-BGDDT, the organization of the promotion consideration for public preschool and general education teachers includes the following steps:

Step 1: Preparation for Promotion Consideration

- At least 15 working days before the promotion consideration, the Promotion Consideration Council sends a notification of the list and regulations concerning the documents to the teachers eligible to prepare their individual dossiers;- At least one day before the promotion consideration, the Secretary of the Promotion Consideration Council must complete the preparations for the promotion consideration; prepare the assessment contents sealed in envelopes (or bags); prepare the necessary forms for the organization of the promotion consideration, such as:- List of teachers participating in the consideration who have complete dossiers as required;- Scoring sheets;- Handover minute form for dossiers;- Handover minute form for scoring results;- Summary table of scoring results;- Cards for members of the Promotion Consideration Council and the service department for the promotion consideration. Cards for the President, Vice President, and members of the Promotion Consideration Council include full name and title;- Cards for other members only include titles.

Step 2: Organization of Dossier Consideration

- The President of the Promotion Consideration Council guides the regulations and related contents; assigns tasks to each member;- Council members organize and jointly score each dossier, recording individual and total scores plus extra points on the scoring sheet of each dossier. Each member signs under the scoring sheet;- When scoring dossiers, if Council members disagree, the Secretary must report to the President of the Promotion Consideration Council for a decision;- The results of the dossier scoring for each individual must be compiled into a common result summary table signed by the Council members and handed over to the Secretary of the Promotion Consideration Council.

Step 3: Organization of Assessment

- For the survey form: The organization of survey tasks must ensure the arrangement of at least 02 members of the Examination Board for supervision tasks in a room, with a maximum of 25 people per room;- For the interview form, the President of the Council assigns interviewing tasks to each Council member, dividing them into groups based on the number of members; each group must have at least 02 members.

Step 4: Summary of Promotion Consideration Results

- Members cum Secretaries of the Promotion Consideration Council are responsible for summarizing the promotion consideration results of the teachers for reporting to the Promotion Consideration Council;- The President of the Promotion Consideration Council reports to the authorized person to consider and recognize the promotion consideration results.
