On January 23, 2024, the Prime Minister issued Official Telegram 08/CD-TTg on proactively preventing and combating severe and prolonged cold weather.

Specifically, in recent days, due to the influence of strong cold air, harmful cold has occurred throughout the North, and frost has appeared in high mountains, affecting people's health and agricultural production.

According to the National Center for Hydrometeorological Forecasting, this is the strongest cold air wave in the winter of 2023–2024. During this cold spell, in the North the lowest possible temperature is 3-6 degrees; in high mountainous areas, there are places below 0 degrees; The North-Central region is commonly 9–11 degrees; and the Central region is 12–15 degrees. In addition, the sea areas in the East Sea region have strong Northeast winds at levels 6–7, and in some places at levels 8, gusting at levels 9; strong fluctuations. The volatile situation continued for many days.

To proactively respond to severe and harmful colds for agricultural production, protect people's health, and limit damage to business production, especially agricultural production, to a minimum, the Prime Minister requested to continue to seriously implement Official Telegram 1404/CD-TTg dated December 24, 2023 on proactively preventing and combating severe and prolonged cold, focusing on the following specific tasks:

(1) Presidents of People's Committees of provinces and centrally run cities:

- Actively propagate and guide people to implement cold prevention and control measures to ensure health and safety for people and harsh weather developments, especially for the elderly, children, and vulnerable people. .

- Focus on directing and organizing the synchronous implementation of measures to prevent and combat hunger, cold, and epidemics for crops, livestock, and aquatic products to minimize damage to production and business, especially agricultural production. .

- Direct local authorities to closely monitor and update weather developments and notify and guide people to know how to proactively deploy measures to prevent and combat cold, ensure human safety, and limit damage to agricultural production.

(2) Ministry of Agriculture and Rural Development focuses on directing and closely monitoring weather developments, guiding localities to implement cold and disease prevention for livestock, poultry, fisheries, and crops, and developing and guiding production plans for the winter-spring crop and crop structure appropriate to weather conditions.

(3) The Ministry of Health coordinates with information and media agencies to disseminate knowledge, provide guidance, and advise the public on effective measures to prevent and combat cold weather, ensure health safety, and avoid the risk of gas poisoning when burning coal or firewood for heating in enclosed spaces. The Ministry also directs groundswell medical forces to ensure an adequate supply of necessary medicines and organize medical examinations and treatments for the people, especially during the Lunar New Year holiday.

(4) The Ministry of Natural Resources and Environment directs close monitoring, forecasting, warning, and timely provision of information on weather conditions, severe cold, and harmful cold to functional agencies and media organizations to convey to the public. This aims to ensure that people are aware and actively implement effective measures to cope with severe cold, harmful cold, and freezing.

(5) The Ministry of Information and Communications directs central and local press agencies to increase the frequency and duration of weather forecast broadcasts. It also strengthens the dissemination of knowledge on preventing hunger, cold, and disease outbreaks among livestock, aquaculture, and crops to functional agencies and the public.

(6) Vietnam Television, Voice of Vietnam, Vietnam News Agency, Government Electronic Information Portal, and central and local press agencies regularly update information on the development of severe cold, harmful cold, and strong winds at sea through mass media outlets. This is to ensure that the public is informed and can take proactive measures to prevent and protect themselves.
