Regarding this issue, LawNet would like to answer as follows:

On January 25, 2024, the Prime Minister issued Decision 101/QD-TTg approving the National Action Program on Women, peace and security for the period 2024 - 2030.

Objectives of Vietnam National Action Program on Women, Peace, and Security for the period 2024-2030

The objectives of the National Action Program on Women, Peace, and Security for the period 2024-2030 are as follows:

(1) General Objective: Ensure and further promote gender equality, enhance the role, status, voice, rights, and responsibilities of women in participating in peace and security fields, and contribute to the maintenance of national peace, stability, and sustainable development, both domestically and internationally.

(2) Specific Objectives by 2030:

- Objective 1: Enhance the meaningful and equal participation of Vietnamese women in key areas such as politics, foreign affairs, national defense, security, and addressing non-traditional security challenges faced by the country, as well as in preserving international peace and security:

Increase the number and proportion of female officers in recruitment, planning, and appointment to leadership and management positions in state management agencies and local authorities at all levels. Support the effective implementation of gender equality targets in the political field as outlined in the National Strategy on Gender Equality for the period 2021-2030 and Decision 2282/QD-TTg dated December 31, 2020, by the Prime Minister approving the program "Enhancing the Equal Participation of Women in Leadership and Management Positions at All Levels in Policy Planning for the period 2021-2030": by 2025, achieve 60% and by 2030, achieve 75% of key leadership positions in state management agencies and local authorities being held by women.

For certain sectors and specific areas with a female officer rate below 30%, the targets can be adjusted to align with the realities of the organization or unit. The proportion of female officers in the planned management positions should reach at least 40% by 2025 and 50% by 2030.

Enhance the role and participation of Vietnamese women in United Nations peacekeeping forces.

Further strengthen the voice and quality participation of women in national mechanisms for responding to incidents, disasters, and non-traditional security challenges.

- Objective 2: Better prevent and respond to gender-based violence in the context of incidents, disasters, and non-traditional security challenges:

Improve the ability of women to prevent and respond to gender-based violence in the context of incidents, disasters, and non-traditional security challenges.

Increase the participation of women in resolving social issues at the local level, such as family reconciliation, dispute settlement, social conflict, and social work and social assistance at the local level.

Raise awareness and participation of communities, men, and boys in building a culture of peace, emphasizing the importance of promoting peaceful attitudes and behaviors, criticizing and eliminating violence, and resolving social and family disputes based on legal principles and mutual respect. Enhance the role of women in education and the creation of a peaceful culture.

Strengthen the responsibility of local authorities in preventing and responding to gender-based violence, particularly in the context of incidents, disasters, and non-traditional security challenges; improve the effectiveness of functional agencies, organizations, and mechanisms in supporting and protecting women from gender-based violence, particularly in the context of incidents, disasters, and non-traditional security challenges.

Support the effective implementation of gender equality targets in the field of family life and prevention and response to gender-based violence as outlined in the National Strategy on Gender Equality for the period 2021–2030: By 2025, 70% and by 2030, 100% of public social support facilities should implement activities to help prevent and respond to gender-based violence. By 2025, 80%, and by 2030, 90% of women and girls who experience violence should have access to at least one basic support service.

Support the effective implementation of objectives set out in the Roadmap for the Implementation of Sustainable Development Goals in Vietnam by 2030 and the Program for Prevention and Response to Gender-Based Violence for the period 2021–2025.

Enhance communication, dissemination, and implementation of international conventions that Vietnam is a member of, as well as relevant Vietnamese laws.

- Objective 3: Enhance gender integration in relief and recovery activities, including addressing the consequences of war, prevention, control, handling, and response to incidents, disasters, and non-traditional security challenges:

Develop guidelines on gender-sensitive impact assessment methods for the consequences of war, incidents, disasters, and non-traditional security challenges, including assessing the impact on women and the specific needs of women in these contexts, to improve the effectiveness of relief and recovery operations.

Strengthen gender integration in relief and recovery programs and plans, ensuring that 100% of programs and plans for prevention, control, handling, and response to incidents, disasters, and non-traditional security challenges include gender integration, assess the level of risk, and consider the specific needs of women and girls as vulnerable groups.

Improve the effectiveness of measures to better meet specific needs, leverage the role and contributions of women in relief and recovery work, and ensure that 100% of centrally governed provinces and cities implement awareness-raising activities, training, and support measures for livelihoods and healthcare to enhance the role, capacity, and participation of women in risk management, addressing the consequences of war, prevention, control, handling, and response to incidents, disasters, and non-traditional security challenges.

- Objective 4: Enhance international cooperation in the field of Women, Peace, and Security:

Utilize technical, financial, expertise, and experience support from international partners to effectively implement the Action Program.

Promote the active and proactive role of Vietnam in the field of Women, Peace, and Security in bilateral and multilateral cooperation frameworks.

+ Further enhance the role of women in diplomacy, people-to-people exchanges, international integration, and participation in international mechanisms and forums on women's issues in general and Women, Peace, and Security in particular.
