On November 28, 2024, the National Assembly of Vietnam passed Resolution 163/2024/QH15 approving the investment policy of the National Target Program on Drug Prevention and Control by 2030.

Objectives of the National Target Program on Drug Prevention and Control by 2030 in Vietnam

The National Target Program on Drug Prevention and Control by 2030 in Vietnam has set forth the following objectives:

**General Objective:

Leverage the combined strength of the political system and the entire population in drug prevention and control; implement from the grassroots level; conduct regular, continuous, and synchronized solutions to improve the quality and effectiveness of drug prevention work in all three areas: supply reduction, demand reduction, and harm reduction, contributing to building a safe and healthy society, ensuring the happiness of the people, and achieving sustainable socio-economic development.

**Specific Objectives:

- Enhance awareness of drug prevention throughout society from the grassroots, each locality, each family, and each citizen, especially those at high risk, youth, teenagers, students, and workers to significantly reduce the number of drug addicts and illegal drug users; maintain, expand, and advance towards drug-free communes, wards, and commune-level towns nationwide.

- Invest in equipment, means, and the application of science and technology, improve the professional capacity for specialized forces in drug crime prevention to effectively combat and prevent drug-related crimes, particularly organized crime, transnational crime, high-tech crime, exploiting cyberspace and key areas and routes.

- Ensure facilities for drug addiction treatment, improve the quality and efficiency of diagnosing drug addiction status, addiction treatment, management of illegal drug users, drug addicts, post-addiction management, legal assistance, and counseling in drug prevention.

**Key Targets by 2030:

- Annually decrease the number of drug addicts and illegal drug users; strive to have at least 50% of communes, wards, and commune-level towns nationwide be drug-free by 2030.

- Strive for 100% of complex drug points, high-risk points, drug retail subjects, and 100% of illegal cultivation areas of plants containing drugs to be detected and destroyed.

- Over 80% of the units and officers, specialized sources in drug crime prevention in the Border Guard and Coast Guard forces are equipped with modern weapons, support tools, and professional technical means, meeting the requirements of drug crime prevention tasks.

- Annually, increase the number of detected and arrested drug-related crimes at land border areas, sea routes, air routes, and express mail by over 3%; increase the detection and arrest of organized transnational drug crimes by over 3%; increase the detection and destruction of drug crimes exploiting cyberspace by over 5%.

- Over 80% of health stations at the communal level nationwide and 100% of public drug treatment facilities meet the conditions to identify drug addiction status.

- Strive for 100% of public drug treatment facilities to meet conditions as prescribed by the Law on Drug Prevention and Control; over 70% of communes, wards, and commune-level towns with drug addicts to arrange appropriate reception points and drug treatment counseling as prescribed; at least 70% of provinces and centrally-run cities to organize and implement voluntary drug addiction treatment at family and community level.

- Over 80% of mainstream multi-media agencies and major press outlets have dedicated sections, columns, or features on drug prevention; strive to organize the dissemination of laws, knowledge, and skills on drug prevention to students in 100% of schools and over 70% of workers in industrial parks and export processing zones.

- Strive to provide legal assistance to 100% of individuals violating drug-related laws, illegal drug users, drug addicts, and post-addiction individuals eligible for legal assistance upon request.

- Ensure facilities and maintain treatment for at least 50,000 individuals addicted to opioid substances; provide over 90% of drug addicts, illegal drug users, drug treatment recipients, and post-addiction individuals with medical, psychological, counsel, support, and intervention.
