This content is presented in the Draft of the Law on Emulation and Commendation (Amended) 2019. The draft stipulates that initiatives and innovations are not required for awarding Certificates of Merit from the Prime Minister, ministries and central authorities, and provinces.

To be specific, in Articles 72 and 73 of the Draft Law on Emulation and Commendation amended 2019, it is stipulated that there is no need for innovative ideas and experiences to receive certificates of merit from the Prime Minister, ministries, and central authorities, or provinces as follows:
- The certificate of merit from the Prime Minister of the Government of Vietnam is awarded or posthumously awarded to individuals who exemplarily comply with the policies of the Communist Party, policies, and laws of the State, and meet one of the following standards:
- Have outstanding and typical achievements, evaluated in the emulation movement;- Have been awarded certificates of merit from ministries and central authorities, or provinces, and continuously performed well for at least 5 consecutive years thereafter, during which time they received the title of "Grassroots Emulation Fighter" three times or were rated as having excellently completed their tasks twice;- Achieved exceptional accomplishments in labor, study, and work that have an impact and set an example in fields under the purview of ministries, central authorities, or provinces, or achieved exceptional accomplishments and received high awards in the region.
- The certificate of merit from ministries, central authorities, or provinces is awarded to individuals, collectives, or families who comply well with the policies of the Communist Party, and the laws of the State, and have made significant achievements in emulation movements and the performance of assigned political and professional tasks. Specific standards are set by the ministries, central authorities, or provinces and must be approved by the central state management agency for emulation and commendation.
Thus, this Draft no longer requires innovative ideas and experiences to be awarded certificates of merit from the Prime Minister, ministries, and central authorities, or provinces.
