May 13, 2014, the Government of Vietnam promulgated Decree 41/2014/ND-CP stipulating the organization and activities of the People's Public Security Inspection.

According to the regulations, officers of the People's Public Security performing dedicated inspection duties who meet the standards as prescribed by law will be considered for appointment to the rank of Inspector in People's Public Security by the Minister of Public Security, in accordance with the law.
Collaborator Inspectors in People's Public Security are mobilized according to the law to join the Inspection Team; they must have professional and occupational expertise suitable for the inspection tasks, possess good political and ethical qualities, have a sense of responsibility, honesty, objectivity, and fairness.
Article 45 of Decree 41/2014/ND-CP stipulates that Inspectors in People's Public Security are entitled to policies prescribed for armed forces and allowances for Inspectors according to the regulations of the Prime Minister of the Government of Vietnam. While participating in the Inspection Team, Collaborator Inspectors in People's Public Security are guaranteed working conditions, facilities, and other benefits similar to other members of the Inspection Team.
Regarding Collaborator Inspectors in People's Public Security: The Minister of Public Security will provide specific guidance on the standards for Collaborator Inspectors, policies, and remuneration policies to ensure they are suitable for the inspection operations within the People's Public Security.
