Monitoring and Inspection of the Use of Agency Funds by Vietnamese Officials and Public Employees

To be specific, in Decree 04/2015/ND-CP, it is stipulated that officials and public employees are authorized to monitor and inspect the use of operational funds, compliance with policies, manage and use assets of the agency or unit. This contributes to preventing, deterring, and combating acts of corruption, wastefulness, bureaucracy, and harassment of the public.

Additionally, officials and public employees are also entitled to supervise and inspect the following matters at state administrative agencies and public service providers:

- Implementation of the Communist Party’s guidelines and the State's laws, and the annual work plans of the agency or unit.- Implementation of the internal rules and regulations of the agency or unit.- Implementation of the State's policies regarding the rights and benefits of officials and public employees within the agency or unit.- Resolution of complaints and denunciations within the agency or unit.

Moreover, agencies and units organize for officials and public employees to monitor and inspect through the following three forms of supervision and inspection:

- Through the activities of the People's Inspectorate at the agency or unit.- Through performance reviews, self-criticism, and criticism in regular meetings of the agency or unit.- Through the conferences of officials and public employees of the agency or unit.
