This is an important provision stipulated in Circular 23/2020/TT-BGDDT, amending the Regulations on standards, procedures for compiling, and revising textbooks; standards for organizations, individuals compiling textbooks; organization and operation of the National Council for Appraisal of Textbooks attached to Circular 33/2017/TT-BGDDT, issued by the Ministry of Education and Training, effective from September 21, 2020.

According to Circular 23/2020/TT-BGDDT, the procedure for handling textbook appraisal requests is carried out as follows:
The unit requesting the textbook appraisal submits the dossier to the Ministry of Education and Training.
The Ministry of Education and Training receives the dossier to organize the textbook appraisal up to 2 (two) sessions per year; in each appraisal session, a textbook sample can be appraised up to 2 (two) rounds, each round up to 5 (five) days. If the dossier does not meet the regulations in Article 17 of this Circular, the dossier will be returned to the requesting unit within 20 (twenty) working days from the date of receipt.
Within no more than 20 (twenty) working days from the date of receiving a complete and valid dossier, the appraisal organizing unit drafts a list of council members, submits it to the Minister of Education and Training for review, and decides to establish the Council.
The Ministry of Education and Training convenes the first meeting of the Council. The Council Chairman conducts the Council's activities as stipulated in this Circular.
The Council Chairman sends the appraisal organizing unit a written report on the Council’s appraisal results of the textbook sample.
The textbook appraisal organizing unit processes according to the appraisal results.
