Minimum Skills of the Household Electronics Sector at Intermediate Level

From February 10, 2019, Circular 48/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) stipulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications will take effect.

According to the regulations on the minimum knowledge volume, and competency requirements that learners must achieve upon graduation at the intermediate level, college level in the civil electronics sector, promulgated together with Circular 48/2018/TT-BLDTBXH, the minimum skill requirements learners must achieve upon graduation at the intermediate level in the civil electronics sector are as follows:

- Ability to read technical drawings and circuit diagrams, specialized repair and assembly skills;

- Proficient use of common specialized tools;

- Assembly of basic electronic circuits;

- Handling simple technical incidents that occur during the operation of electronic devices, and telecommunications equipment;

- Use of smartphones to control household automation devices;

- Operation of smart city and smart home systems in network communication standards;

- Installation and connection of devices in mobile communication, optical communication, television networks, and the internet;

- Maintenance and repair of some civil electronic devices, audiovisual systems, cameras, and monitoring and warning systems;

- Participation in making various forms, reports, internal documents, and common business contracts;

- Application of labor safety measures, environmental hygiene, and fire and explosion prevention according to regulations;

- Basic use of information technology as per regulations; exploitation, processing, and application of information technology in specialized work in the industry;

- Basic use of foreign languages, achieving level 1/6 in the Vietnam's Foreign Language Proficiency Framework; application of foreign languages to specialized work in the industry.

In addition, the regulations on the level of autonomy and responsibility that learners must achieve are as follows:

- Take responsibility for the results of their work before the leaders of agencies, organizations, and enterprises;

- Ability to solve some complex tasks, and issues in changing working conditions;

- Professional ethics, industrial styling, and discipline awareness;

- Active and creative mindset during work, with a spirit of teamwork;

- Take responsibility for evaluating the quality of their work upon completion and the results of their performance, and partly for the work of team members before the leaders of agencies, organizations, and units.
