Recently, the Ministry of Labor, Invalids, and Social Affairs issued Circular 44/2018/TT-BLDTBXH, which stipulates the minimum volume of knowledge and competency requirements that learners must achieve upon graduation at the intermediate level and college level for disciplines and professions in the field of computers and information technology.

Circular 44/2018/TT-BLDTBXH stipulates the minimum knowledge volume that learners must achieve after graduating from the graphic design major at college level as follows:
- Present related information technology services such as: maintenance, repair, and troubleshooting of common computer and network issues;- Present and use knowledge about some modern production systems and graphic product production systems, and knowledge about the production process of a graphic product;- Present knowledge on artistic shaping, knowledge about lines, shapes, blocks, and some related art issues;- Present basic knowledge about graphics, industrial graphics;- Present general knowledge about digital images, color systems on computers, image transformation techniques, manipulation with digital images, image restoration process, and post-production processing;- Present basic knowledge and fundamental knowledge about: scope of application of electronic publishing, brand identity system, and tools for creating short and simple publications, organization, and arrangement of a publication layout;- Present basic knowledge about computer networks and the Internet; fundamental knowledge about graphics and computer graphics;- Identify basic knowledge related to web services and website interface design, game characters;- Present knowledge about 2D and 3D art; Present knowledge related to 2D, 3D shaping;- Identify fundamental knowledge about art, aesthetics, knowledge about photography lighting, camera structure, use of mechanical and digital cameras;- Identify basic knowledge and operating principles as well as the use of some digital peripheral devices;- Identify how to construct multimedia products, integrate collected data according to the scenario; skills to collect real data for film editing and sound editing;- Correctly identify labor safety standards;- Present basic knowledge about politics, culture, society, law, national defense and security, and physical education according to regulations.
