On June 14, 2024, the Minister of Information and Communications of Vietnam promulgated Circular 05/2024/TT-BTTTT guiding the establishment, evaluation, and issuance of economic-technical norms for public service activities funded by the state budget in the field of journalism under the state management of the Ministry of Information and Communications of Vietnam.

Basis for establishing economic-technical norms in the field of journalism in Vietnam from August 1, 2024

The establishment of economic-technical norms in the field of journalism from August 1, 2024, will be based on the following:

- Belonging to the list of public service activities funded by the state budget issued by a competent authority;

- Current legal regulations regarding labor policies.

- Actual operating conditions of the unit regarding human resources, physical facilities, technical infrastructure, and organizational capacity to provide public services.

- Statistical data, actual survey data, and related documents concerning the content of the economic-technical norms being established.

Methods for establishing economic-technical norms in the field of journalism in Vietnam from August 1, 2024

The methods for establishing economic-technical norms in the field of journalism in Vietnam from August 1, 2024, include:

(i) The statistical and aggregated method is based on annual statistical data or data in reporting periods (statistical data must ensure reliability and legality for at least three consecutive years prior to the time of establishing the economic-technical norms) and practical experience or comparison parameters to establish the economic-technical norms.

(ii) The comparative method is based on the norms of equivalent jobs, products, or services that have been or are actually being performed to establish the economic-technical norms.

(iii) The standards method is based on standards and legal regulations regarding labor time, rest policies, machine, equipment, and material consumption to establish labor norms, machine, equipment, and material norms for each job or group of jobs.

(iv) The experimental analysis method organizes surveys and experiments according to each process and job content conducted under the current organizational-technical conditions of the unit, based on survey and experimental results to analyze and calculate each factor constituting the norms.

(v) The synthesis method combines the methods specified in (i), (ii), (iii), (iv).

Journalistic agencies organize the establishment of norms based on actual conditions and consider choosing the above methods.

Objectives for establishing economic-technical norms in the field of journalism

The establishment of economic-technical norms in the field of journalism aims to ensure the following objectives:

- Serve as a basis for establishing the price and unit price of public service activities funded by the state budget in the field of journalism. The price calculation method is specified by the Ministry of Finance of Vietnam in Appendix V.

- Meet the conditions for ordering the provision of public service activities funded by the state budget in the field of journalism.

- Serve as a basis for developing and implementing plans, economic management, financial management, and quality management in the production and provision of public service activities funded by the state budget in the field of journalism.
