The Ministry of National Defense has just issued Circular 06/2015/TT-BQP providing guidance on the mobilization of contributions, management, and use of the Gratitude Fund within the Ministry of National Defense.
Contribution funds for the "Gratitude Fund" are collected and submitted from the bottom to the top, managed and tracked by financial agencies at all levels. Specifically:
1. Units at the Regiment, Brigade, Division levels, Provincial and City Military Commands, and equivalent units shall submit 80% of the total funds collected to the directly superior unit; 20% of the funds collected shall be retained by the unit. Military units do not submit to the local "Gratitude Fund" where they are stationed.
2. Units under the Central Military Commission shall submit 50% of the total funds collected to the Ministry of Defense (through the Department of Finance); the remaining 50% of the total funds collected shall be retained by the unit.
3. The "Gratitude Fund" at various levels shall open accounts at the State Treasury to track all the fund's receipts and expenditures; the funds shall not be lent for profit; any surplus in the fund shall be carried over to the following year.
