The Law on the National Reserves 2012 prescribing the formation, management, and use of the national reserves; the rights and responsibilities of organizations and individuals to the activities related to national reserves was promulgated on November 20, 2012 by the National Assembly of Vietnam, of which one of the fundamental contents is the regulation on the detailed planning for the network of national reserve warehouses.
According to the Law on the National Reserves 2012 of Vietnam, the detailed planning for the network of national reserve warehouses must ensure:
One, the conformity with the planning for the system of national reserve warehouses and local land planning;
Two, the convenience for fire prevention and suppression, transport, communication, storage and release of commodities; the protection from flooding; uniformity, advanced preservation technologies, and mechanization for the storage and release of commodities in national reserves.
The detailed planning for the network of national reserve warehouses must:
One, ensure the continuity and connection between major economic centers and different regions nationwide, convenience in the storage and release of commodities in national reserve;
Two, ensure high efficiency;
Three, ensure the development toward modernization of preservation technologies and storage and release processes;
Four, be suitable for investment capital capacity;
Five, identify the implementation solutions and roadmaps.
Heads of the agencies in charge of commodities in the national reserve shall formulate and approve detailed plans on the network of national reserve warehouses under their respective management after reaching agreement with the Ministry of Finance and the Ministry of Planning and Investment.
