Law on Citizen Reception 2013: Responsibilities of Heads of Agencies

The Law on Citizen Reception 2013 was promulgated by the National Assembly on November 25, 2013. This Law provides for the responsibilities of citizen reception; rights and obligations of individuals filing complaints, denunciations, petitions, and feedback. So, how are the detailed responsibilities of the head of an agency in citizen reception regulated?

According to the provisions of Article 18 of the Law on Citizen Reception 2013, the head of the agency has the following responsibilities:

- Lead, direct, and organize the citizen reception work of their agency:

- Promulgate rules and regulations on citizen reception;- Arrange convenient locations for citizen reception; ensure the facilities serving citizen reception;- Assign officials to regularly conduct citizen reception work;- Closely coordinate with relevant agencies, organizations, and units to receive citizens and handle cases where multiple people complain, denounce, propose, or reflect on one content;

- Inspect, urge agencies, organizations, units, and individuals under their management to perform the provisions of the law in citizen reception;- Be responsible for ensuring safety and order for citizen reception activities;- Report the situation and results of citizen reception work to the competent agencies or organizations.

- Directly conduct citizen reception at least one day each month at the citizen reception location of their agency.

- Conduct unscheduled citizen receptions in the following cases:

- Cases that are urgent, complex, and involve many people, related to the responsibility of multiple agencies, organizations, units, or the opinions of these agencies, organizations, units differ.- Cases that, if not promptly directed and reviewed, could cause serious consequences or might lead to damage to State property, collective property, pose threats to the lives and properties of the people, and affect security, politics, order, and social safety.

- During citizen reception, the head of the agency must provide opinions on resolving the case for the citizen. If immediate response is not possible, direct the agency, organization, unit, officials and public employees under their management to promptly review, resolve, and inform the citizen of the response time.

The Law on Citizen Reception 2013 officially took effect on July 1, 2014.
