Regarding this issue, LawNet would like to answer as follows:
On February 5, 2024, the Minister of Agriculture and Rural Development issued Decision 514/QD-BNN-VP 2024, the key administrative procedure reform plan of the Ministry of Agriculture and Rural Development.
To carry out the task of controlling administrative procedures and Decision 104/QD-TTg in 2024, the Ministry of Agriculture and Rural Development develops and promulgates a key administrative procedure reform plan for 2024 with the following key tasks:
(1) Cut down and simplify business regulations
- Review, reduce and simplify administrative procedures "Issue of certificate of eligibility to trade in veterinary drugs - Administrative procedure code: 1.001686"
- Review, reduce and simplify administrative procedures "Implantation of certificate of eligibility to import veterinary drugs - Administrative procedure code: 1.002409"
- Review, reduce and simplify administrative procedures "Granting certificates of eligibility to trade in pesticides - Administrative procedure code: 1.004363"
- Review, reduce and simplify administrative procedures "Implantation of certificate of eligibility for fertilizer trading - Administrative procedure code: 1.007931"
- Synthesize and report to the Government Office on plans to reduce and simplify business decisions at serial numbers I.1, I.2, I.3, I.4 of Section II (Key tasks)
(2) Review, reduce, and simplify regulations and procedures related to criminal record cards
- Continue to review, reduce, and simplify regulations and administrative procedures related to judicial record cards sent to the Ministry's Office for synthesis.
- Summarize and propose plans to simplify administrative procedures related to judicial record cards and send them to the Government Office (if any)
- Implement plans to simplify administrative procedures related to judicial record cards (if any).
(3) Cut down and simplify administrative procedure regulations, groups of administrative procedures, and citizen documents related to population management, and decentralize administrative procedure resolution
- Proactively review and detect inadequacies in administrative procedures and citizenship documents that need to be reduced, simplified, and resolved by decentralization of authority; Proposing competent authorities to amend and supplement legal documents to implement plans to reduce, simplify, and decentralize
- Complete the amendments and supplements to legal documents under the Government's authority, Prime Minister, and Ministers to organize the implementation of the plan to decentralize authority to resolve administrative procedures approved by the Prime Minister in Decision 1015/QD-TTg dated August 30, 2022
(4) Review, reduce, and simplify internal administrative procedures in state administrative agencies
- Continue to review and announce additional lists of internal administrative procedures among state administrative agencies (group A) under the scope of management
- Continue to review the group A internal administrative procedures announced in Decision 1343/QD-BNN-VP dated April 4, 2023 of the Ministry of Agriculture and Rural Development on the announcement of internal administrative procedures between state administrative agencies within the scope of management functions of the Ministry of Agriculture and Rural Development
- Continue to review and announce additional lists of internal administrative procedures between units under the Ministry of Agriculture and Rural Development (Group B)
- Continue to review group A internal administrative procedures announced in Decision 2202/QD-BNN-VP dated June 6, 2023, of the Ministry of Agriculture and Rural Development on the announcement of internal administrative procedures between units under the management function of the Ministry of Agriculture and Rural Development
(5) Control administrative procedure regulations
- Perform well the assessment of administrative procedure impacts in construction proposals, projects, draft legal documents, and ensure that administrative procedures issued meet the requirements of necessity, legality, reasonableness, and the lowest cost of compliance with administrative procedures.
- Strengthen the appraisal of administrative procedures regulations in the draft Circular to ensure that only administrative procedures are issued that are truly necessary, reasonable, legal, and with the lowest compliance costs.
(6) Innovate the implementation and resolution of administrative procedures and provide public services to serve people and businesses
- Build or complete, integrate, and provide a group of interconnected online public services on the National Public Service Portal according to the Prime Minister's Decision approving the List of integrated, interconnected online public services provided on the National Public Service Portal in 2024
- Strictly implement the sending and receiving of electronic documents and process all work documents in the electronic environment
- Synchronize 100% of application status and administrative procedure resolution results on the ministerial-level administrative procedure resolution information system with the National Public Service Portal
- Review, evaluate, and restructure processes for online public services being integrated and provided on the National Public Service Portal; prioritize building, integrating, and providing interconnected online public service groups at a comprehensive level
- Announce and publicize promptly, fully, and accurately administrative procedures on the National Database on Administrative Procedures
- Digitize and clean data, associate the digitization of records and results of resolving administrative procedures with the implementation of receiving and resolving administrative procedures
- Issue a list of dossier components that must be digitized according to regulations in Circular 01/2023/TT-VPCP of the Government Office
- Implement the integration, sharing, and synchronization of data between national and specialized databases with the National Public Service Portal and the Ministry's administrative procedure resolution information system.
- Publicize the results of assessing the quality of service to people and businesses according to Decision 766/QD-TTg dated June 23, 2022 of the Prime Minister on the National Public Service Portal, the Ministry-level Public Service Portal, the ministry's electronic information portal for organizations and individuals to monitor and supervise
