Leading IT Unit of SBV Organizes Operational Software Maintenance (Illustrative Image)

Article 26 of Circular 34/2012/TT-NHNN stipulates that the leading information technology unit is responsible for organizing the maintenance of software according to the maintenance process provided by the software development unit; responsible before the law for the degradation or malfunction of the software due to failure to execute the prescribed maintenance procedure. The leading information technology unit is the maintenance unit for operational software if it has sufficient capability to perform the maintenance itself.

In the event of insufficient conditions or capability to perform the maintenance, the leading information technology unit shall request the Governor of the State Bank of Vietnam to hire partial or complete maintenance of the operational software. The selection of the maintenance unit must be carried out simultaneously with the selection of the software development unit as stipulated in Clause 2, Article 11 of Circular 34/2012/TT-NHNN.

Additionally, the leading information technology unit is responsible for preparing a periodic maintenance plan for the software. The periodic maintenance plan includes the following main information:

- Maintenance content;- Implementation time;- Executing staff, coordinating parties;- Other necessary contents.

The periodic maintenance plan for the software is to be sent to the related parties for coordination. The software maintenance unit is responsible for preparing the periodic maintenance script and sending it to the leading information technology unit for review and approval. Periodic software maintenance activities include:

- Checking the software operation;- Checking data backup and recovery;- Checking the software's safety and security;- Fixing errors, improving software performance;- Checking the operating environment and providing potential warnings and mitigation methods.

After the maintenance unit performs periodic maintenance, the leading information technology unit is responsible for coordinating the inspection and confirming the results of the periodic maintenance with a record.
