On January 25, 2019, the Ministry of Planning and Investment issued Circular 04/2019/TT-BKHDT detailing the training, fostering, and examination activities for granting practice certificates in bidding activities.

The content of the program and training duration are stipulated by Circular 04/2019/TT-BKHDT as follows:

- The content of the basic bidding training program for selecting contractors is determined by the training institution.- Based on the framework program, the training institution can adjust the training content to suit the specific requirements in the bidding work of each training target.- The duration of each basic bidding training course is a minimum of 24 lessons equivalent to 3 days. For content areas of interest and necessity for students, the training institution can increase the training duration for this content; for content areas not of interest and unnecessary for the students, the training institution can reduce the training duration accordingly.
