On November 27, 2023, the Vietnam General Confederation of Labor issued Official Dispatch 8019/TLD-TG on monitoring the propaganda content of the 13th Congress of Vietnam Trade Unions.

Implementing Plan No. 368/KH-TLD dated October 18, 2023 on propaganda of the 13th Congress of Vietnam Trade Unions, term 2023–2028, the Vietnam General Confederation of Labor requests the Provincial and City Labor Confederations, Central Sector Unions and equivalent, Corporation Trade Unions, and Boards and units under the General Confederation to inform and propagate, widely mobilize officials, union members, and workers to follow the contents and propaganda programs about the 13th Congress of Vietnam Trade Union, specifically as follows:

- Documentary film "Vietnam Trade Union - Innovation for Workers" broadcast on channel VTV1 and Vietnam Television at 8:30 p.m. on November 28, 2023 (Tuesday).

- Live broadcast of the solemn session of the 13th Congress of Vietnam Trade Unions on the VTV1 channel, Vietnam Television, from 8:00 a.m. on December 2, 2023 (Saturday).

- Live broadcast of the solemn session of the 13th Congress of Vietnam Trade Unions on the VOV1 news channel, Voice of Vietnam, from 8:00 a.m. on December 2, 2023 (Saturday).

2. 12 propaganda slogans for the 13th Congress of Vietnam Trade Unions

According to Instruction 117-HD/BTGTW in 2023, the 12 propaganda slogans of the 13th Congress of Vietnam Trade Unions include:

- Vietnam Trade Union innovates and creates for the legitimate rights and interests of union members, workers, officials, and laborers for the sustainable development of the country!

- Building a modern, strong Vietnamese working class worthy of being the pioneering class and the leading force in the cause of industrialization and modernization of the country!

- Building a strong Vietnam Trade Union and a modern, strong Vietnamese working class that meets the requirements of the new situation is the Party's responsibility; political system and society as a whole!

- Building a comprehensively strong Vietnam Trade Union and a solid political and social foundation for the Party and State!

- Officials, trade union members, workers, civil servants, and laborers promote studying and following Ho Chi Minh's ideology, ethics, and style!
