Specifically, the propaganda contents of the 13th Congress of Vietnam Trade Unions, term 2023–2028, under the guidance of the Central Executive Committee include:

(1) The Party's viewpoints and guidelines; the State's policies and laws on building a modern, strong working class; and building a strong Vietnam Trade Union organization in the spirit of Resolution 13 of the Party Congress, Resolution 20-NQ/TW, and Conclusion 79-KL/TW of 2013; Resolution 02-NQ/TW 2021

(2) Position, role, historical mission, maturity of the working class, Vietnam Trade Union organization through 12 congresses; outstanding achievements and contributions of workers, officials, labor, and Vietnam Trade Union organizations to the cause of building and protecting the Fatherland; fight and refute wrong and hostile views about the working class and the Trade Union organization, contributing to protecting the Party's ideological foundation.

(3) Outstanding results of implementing the Resolution of the 12th Congress of Vietnam Trade Unions, term 2018–2023, at all levels of Trade Unions; effective trade union activity models; exemplary collective and individual trade union officials, workers, civil servants, and good workers with excellent achievements and many initiatives and creativity.

(4) Purpose, meaning, theme, and importance of the 13th Congress of Vietnam Trade Unions, term 2023–2028; content of draft documents submitted to the Congress; Emulation movements, works, and products of union members, workers, officials, laborers, and trade unions across the country welcome the Congress.
