On October 30, 2013, the Ministry of Natural Resources and Environment issued Circular 39/2013/TT-BTNMT stipulating economic-technical norms for hydrometeorological documentation activities.
Quality control for surface meteorological, radiation data in hydrological works (Illustration)
as stated in Article 34 of the Economic-Technical Norms for Meteorological and Hydrological Data Work issued together with Circular 39/2013/TT-BTNMT, regulates surface meteorological, radiation, rainfall, agricultural meteorology, and maritime meteorology data (various types of data collected monthly):
* Data Collection:
- Preparation Work:- Review assigned tasks of the station network, including: Number of stations per type, documents on station supplement and amendment; measurement indicators, equipment of each station as the basis for checking the data sent by the station;- Assign labor for data receipt, coordinate with the Hydrometeorological and Environmental Network Center to plan timely data submission following current regulations.
- Receiving Data:- Data submission procedures: Based on the data submission statistics confirmed by the Hydrometeorological and Environmental Network Center, record and make the handover report according to the Hydrometeorological Data Archiving Regulations.
* Data Inspection, Rectification, and Archiving:
- Legal Validation: Comments and signatures of the station head;- Measurement Amount Verification: Based on assigned tasks regarding indexes, measurement elements, match with the amount of data, identify any shortages;- Physical Condition Check of Data:- Check Logs;- Check Diagrams;- Check Reports.
- Page-by-page Data Check: Content and arrangement must follow correct procedures and regulations;- Detailed statistical data by measurement element/month/year; compare increases and decreases; compile reports, update on the website, and archive records.
- Data categorization by measurement elements or group of elements according to the product data statistics table in Clauses 1, 2, 3, 4, and Clause 7, Article 4 of Norms issued together with Circular 39/2013/TT-BTNMT.- Establish Preservation Units:- All types of monthly collected data: Establish preservation units annually after collecting 12 months of data;- Agricultural meteorological data: Establish preservation units by crop season.- Catalog the preservation units according to the Hydrometeorological Data Archiving Regulations and specialized regulations prior to storing the data in the archive.
* Data Handover:- Prepare handover receipt and transfer all data into the archive.
