Below are the regulations on quality inspection of motor vehicles manufactured and assembled under the management authority of the Ministry of Public Security of Vietnam from January 1, 2025.

On November 15, 2024, the Minister of Public Security of Vietnam issued Circular 82/2024/TT-BCA prescribing the certification of technical safety quality and environmental protection of motor vehicles, specialized motor vehicles, and spare parts in import, manufacturing, assembly, renovation, and inspection of motor vehicles and specialized motor vehicles managed by the Ministry of Public Security.

According to Article 15 of Circular 82/2024/TT-BCA, regulations for the inspection of vehicle quality manufactured, assembled, and documentation of spare parts in production, assembly are as follows:
- Quality Inspection of Manufactured, Assembled Vehicles
+ The Traffic Police Department conducts inspections on the items of manufactured, assembled vehicles as stipulated in Appendix I issued together with Circular 82/2024/TT-BCA, evaluating conformity of the design and type to national standards, technical regulations, the Ministry of Public Security's regulations, and other related legal provisions on technical safety quality and environmental protection.
Based on satisfactory inspection results, a report on technical safety quality and environmental protection inspection of sample vehicles is made, enabling the Traffic Police Department to issue a Certification of Quality for Manufactured, Assembled Vehicles.
+ The report on technical safety quality and environmental protection inspection of sample vehicles facilitates the execution unit in self-executing production and assembly of vehicles with the same type as the sample vehicle that has been inspected and certified by the Traffic Police Department. During the production process, the manufacturing and assembly unit must self-check and supervise the quality of each vehicle. Before factory release, it must ensure these vehicles are constructed according to the design file approved by the Appraisal Council. Additionally, they must take responsibility for the origin, quality, technical safety, and environmental protection of each vehicle post-release.
The Traffic Police Department, based on the execution unit’s application according to Clause 4 Article 14 of Circular 82/2024/TT-BCA, grants Certification of Quality for Manufactured, Assembled Vehicles of similar type. The inspection report on technical safety quality and environmental protection for sample vehicles is drafted in duplicate, with equivalent content and value, one kept at the Traffic Police Department, the other at the execution unit.
- If the manufactured, assembled vehicles do not meet the quality requirements, the Traffic Police Department records a report detailing items not meeting standards and suggests the execution unit to rectify and execute based on the design file approved by the Appraisal Council and prevailing standards and regulations.
- Inspection of spare parts documentation in production, assembly: based on satisfactory results of documentation inspection as per Clause 3 Article 14 of Circular 82/2024/TT-BCA, the Traffic Police Department grants Certification of Quality for Manufactured, Assembled Spare Parts.
The manufacturing and assembly unit is allowed to self-produce and assemble spare parts of the same type as the certified sample by the Traffic Police Department. They must self-check and supervise the production and assembly quality of spare parts throughout the process. Before factory release, it must ensure that the motor vehicle spare parts are produced to the same type as the sample. Also, they must take responsibility for the origin, quality, technical safety, and environmental protection of the spare parts after release.
