Input and Output Data in Health Insurance Payment

Circular 48/2017/TT-BYT was issued by the Ministry of Health on December 28, 2017, specifically regulating the input and output data for payment of health insurance costs.

Circular 48 stipulates electronic data used in the management and inspection, payment of medical examination, and treatment costs covered by health insurance, including: input data and output data.

Input and output data are established on the basis and must conform to the Common Catalog Code issued by the Minister of Health, ensuring the connection and interoperability of electronic data to serve management and inspection, payment of medical examination, and treatment costs covered by health insurance.

Additionally, Circular 48 also stipulates the electronic data format as follows:

- Use XML language to format electronic data; use UTF-8 encoding to represent characters in the Unicode character set.- Each XML file may contain one or more medical examination and treatment records covered by health insurance. Each record includes information on a patient's medical examination and treatment episode, including cases where the patient has two or more health insurance cards during one medical examination and treatment episode.
