Recently, the Prime Minister of Vietnam issued an Official Dispatch on the implementation of electronic integration for two groups of administrative procedures.
Implementation of Decree 63/2024 on 02 groups of electronic integrated administrative procedures in Vietnam from July 1, 2024 (Internet image)
On June 25, 2024, the Prime Minister of Vietnam issued Official Dispatch 454/TTg-KSTT on the implementation of Decree 63/2024/ND-CP, which regulates the implementation of electronic integration for two groups of administrative procedures: Birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; death registration, cancellation of permanent residence registration, funeral expense assistance, and death benefits.
To ensure the timely and effective provision of 02 groups of electronic integrated administrative procedures from July 1, 2024, as regulated in Decree 63/2024/ND-CP, the Prime Minister of Vietnam requests the concerned parties to urgently complete the following tasks based on their functions, duties, and assigned powers:
(1) Ministry of Public Security (Hanoi, Vietnam)
Organize solutions to ensure connection and data sharing between the Integrated Public Service Software smoothly with the electronic civil status database, sectoral databases: Health, Labor, Invalids, and Social Affairs, Social Insurance, and the provincial electronic administrative procedure resolution information system before July 1, 2024.
Review and finalize the VNeID electronic identity and authentication system to ensure stable, smooth 24/7 operation, supporting the transition to using the VNeID application nationwide from July 1, 2024.
Ensure IT infrastructure, information safety, and security in implementation.
Develop and complete training documents and guidelines for receiving and resolving administrative procedures under the jurisdiction of the Ministry of Public Security for the 02 groups of integrated electronic procedures as stipulated in Decree 63/2024/ND-CP.
(2) Ministry of Justice (Hanoi, Vietnam)
Finalize information infrastructure, ensuring information safety and security, and ensure connection and data sharing between the electronic civil status database with the Integrated Public Service Software and provincial electronic administrative procedure resolution information system before July 1, 2024.
Develop and complete training documents and guidelines for receiving and resolving administrative procedures under the jurisdiction of the civil status sector for the 02 groups of electronic integrated administrative procedures as stipulated in Decree 63/2024/ND-CP.
(3) Ministry of Labor - Invalids and Social Affairs (Hanoi, Vietnam)
Finalize information infrastructure, ensuring information safety and security, and ensure connection and information data sharing between databases on people with meritorious service, social protection, poor households, and near-poor households with the Integrated Public Service Software and provincial electronic administrative procedure resolution information system before July 1, 2024.
Organize guidance for issuing electronic disability certificates; update information data on people with meritorious service, social protection, poor households, and near-poor households with the Integrated Public Service Software and sectoral databases.
Develop and complete training documents and guidelines for receiving and resolving administrative procedures under the jurisdiction of the social protection and people with meritorious service sectors for the 02 groups of electronic integrated administrative procedures as stipulated in Decree 63/2024/ND-CP.
(4) Ministry of Health : Guide medical facilities nationwide to issue electronic birth certificates and electronic death certificates; ensure connection and sharing with the Integrated Public Service Software.
(5) Vietnam Social Security
Finalize information infrastructure, ensuring connection and data sharing between the national insurance database with the Integrated Public Service Software and provincial electronic administrative procedure resolution information system before July 1, 2024.
Develop and complete training documents and guidelines for receiving and resolving administrative procedures under the jurisdiction of the social insurance sector for the 02 groups of electronic integrated administrative procedures as stipulated in Decree 63/2024/ND-CP.
(6) People's Committees of provinces and centrally-run cities
Urgently announce and publicize the list of electronic integrated administrative procedures as stipulated.
Review and finalize the provincial electronic administrative procedure resolution information system to ensure synchronization, connection, and data sharing with the Integrated Public Service Software, electronic civil status management software, sectoral databases for Labor, Invalids, and Social Affairs, the national insurance database, and the National Public Service Portal as stipulated in Decree 63/2024/ND-CP of the Government.
Organize data updates and share data in economically difficult areas, especially difficult regions, island communes, and island districts with the Integrated Public Service Software and sectoral databases.
Organize information and propaganda on policies and laws regarding the provision and implementation of the 02 groups of electronic integrated administrative procedures; simultaneously organize the reception and resolution of integrated administrative procedure files according to the provisions of this Decree.
Lead and coordinate with ministries and agencies: Public Security, Justice, Labor - Invalids and Social Affairs, Vietnam Social Insurance to train officials, public servants, and officers in resolving the 02 groups of electronic integrated administrative procedures in their localities.
These are very important and urgent tasks. The Prime Minister of Vietnam requests Ministers of the Ministries: Public Security, Justice, Labor - Invalids and Social Affairs, Health, Chairmen of the People's Committees of provinces and centrally-run cities, and the General Director of Vietnam Social Insurance to give attention and direction to complete the assigned task decisively as directed by the Government.
