This is a noteworthy content of Circular 46/2013/TT-BYT stipulating the functions, tasks, and organizational structure of rehabilitation facilities.
According to Article 19 of Circular 46/2013/TT-BYT, the work of directing specialized rehabilitation (PHCN) is carried out in accordance with the regulations in Decision 4026/QD-BYT of the Ministry of Health, promulgating regulations on assigning the work of directing lines in the field of medical examination and treatment.

For the Departments of Health of provinces and cities directly under the Central Government, the allocation of directive lines for PHCN is implemented as follows:
- If there is a PHCN hospital in the area, the PHCN hospital acts as the focal point for the implementation of directive line work for PHCN and community-based PHCN in the locality;- If a PHCN hospital has not yet been established, the PHCN department or the PHCN center of the province’s or centrally-affiliated city’s general hospital acts as the focal point for the implementation of directive line work for PHCN and community-based PHCN in the locality.
For medical examination and treatment facilities under the management of Ministries or sectors, the directive lines for PHCN follow the allocation by the state management agency of health of the Ministries or sectors.
Note: The transfer of medical examination and treatment of PHCN facilities is done according to the regulations on the transfer of technical specialties by the Ministry of Health.
Additionally, Circular 46 also stipulates that a PHCN facility can only receive individuals with health insurance cards registered for initial medical examination and treatment if they meet the conditions as prescribed by the law governing health insurance.
