On March 6, 2024, the Hanoi People's Committee issued Plan 77/KH-UBND for primary level training and training courses under 3 months in the city for 2024 as follows:

(1) Vocational training objectives

- Organize primary level training and training courses under 3 months for 13,990 people, including: Agricultural occupation group 5,740 people; non-agricultural occupation group 8,250 people; specifically for the following subjects:

+ Training for workers who are women, rural workers, and people with disabilities as per Decision 46/2015/QD-TTg; workers whose agricultural or business land is acquired as per Decision 63/2015/QD-TTg; people who have completed their prison sentences as per Decree 49/2020/ND-CP; workers in small and medium enterprises as per Decree 80/2021/ND-CP in the city: 12,905 people.

+ Training for youth who completed military service, police service, or voluntary youth completing missions in socio-economic development programs and projects as per Clause 1 Article 2 of Circular 43/2016/TT-BLDTBXH: 1,085 people.

- Contribute to increasing the rate of trained laborers to 74.2%, with the rate of laborers holding degrees and certificates reaching 54.0%.

(2) Vocational training subjects and conditions

- Subjects for vocational training as per Article 2 of Decision 46/2015/QD-TTg:

+ Learners who are women, rural workers, and people with disabilities participating in primary level training and training courses under 3 months, with priority given to people with disabilities and those entitled to preferential treatment policies for revolutionary contributors, ethnic minorities, poor households, near-poor households, households with acquired agricultural or business land, unemployed women, and fishermen; relevant agencies, organizations, and individuals.

+ Conditions: Persons aged 15 years or older, with appropriate education and health conditions for the desired vocation.

- Subjects for vocational training as per Article 2 of Decision 46/2015/QD-TTg.

+ Workers belonging to households or individuals directly involved in agricultural production as stated in points a, b, c, and d, Clause 1, Article 19 of Decree 47/2014/ND-CP (except for individuals who are officers, workers of state farms, or state forest farms retired, disabled, or resigned and receiving benefits) when the State acquires agricultural land and compensates in money for the acquired agricultural land area (referred to as agricultural land-acquired workers).

+ Workers belonging to households or individuals when the State acquires homestead land combined with business or service land, resulting in relocation (referred to as business land-acquired workers).

+ Conditions: Acquired workers; having a vocational training need and within working age (as regulated by the Labor Code) eligible for vocational training support.

- Subjects for vocational training as per Clause 4, Article 14 of Decree 80/2021/ND-CP:

+ Workers working in small and medium enterprises.

+ Conditions: Workers participating in the training course must meet the conditions of having worked in small and medium enterprises continuously for at least 6 months before participating in the training course.

- Subjects for vocational training as per Clause 1, Article 2 of Circular 43/2016/TT-BLDTBXH.

+ Youth completing military service, police service, or voluntary youth completing missions in socio-economic development programs and projects (referred to as Youth).

+ Conditions: Youth is entitled to vocational training support if they meet the following conditions:

++ Have a vocational training need within 12 months from the date of completing military service, or police service; completing missions in socio-economic development programs and projects.

++ Not been supported for vocational training from other vocational training support policies using state budget funds from the date of completing military service, or police service; completing missions in socio-economic development programs and projects.

- Subjects for vocational training as per Clause 1, Article 11 of Decree 49/2020/ND-CP.

+ Persons granted amnesty, released from prison before their sentence is completed conditionally, and those who have completed their prison sentences and returned to the community (collectively referred to as persons having completed their prison sentences).

+ Conditions: Persons having completed their prison sentences are entitled to the vocational training support policies as regulated by current law.

(3) Vocational training support levels: According to the training service pricing for primary-level training applied in vocational education on the territory of Hanoi City; The specific support level for each subject is approved by the competent authority.

(4) Vocational training fields, scale, and programs

- Training fields: Vocations that have been issued a training service pricing list for primary-level training applied in vocational education on the territory of Hanoi City.

- Training scale: Maximum of 35 trainees/class.

- Training programs: Developed, issued by vocational training institutions.

(5) Method of vocational training implementation: Implementation is in the form of assignment, ordering, or bidding as regulated by Decision 31/2020/QD-UBND on assignment, ordering or bidding to provide public products and services using the state budget from Hanoi City's regular expenditure funds.

(6) Vocational training implementation facilities

- Vocational education institutions, facilities with vocational education activities participating in primary-level training and training under 3 months must meet the conditions on teachers, infrastructure, vocational training equipment and be granted registration certificates for vocational education activities by the competent authority as regulated. Priority is given to enterprises with substantial experience in vocational training, good teaching conditions, and many solutions for job placement for workers after vocational training.

- Do not let vocational training institutions that do not meet the conditions, ineffective training organizations participate in vocational training for workers.
