At the beginning of 2019, Circular 03/2019/TT-BQP was signed and promulgated by the Ministry of National Defense, stipulating the management of press activities within the Ministry of National Defense.
Depending on whether foreign journalists are permanent or non-permanent residents in Vietnam, there will be specific mechanisms regarding press activities related to the Ministry of National Defense (MND). Specifically, for permanent resident journalists in Vietnam, the regulations are as follows:
- When a foreign journalist permanently residing in Vietnam requests to engage in information and press activities at agencies, units, and leaders under the MND, the resident office shall send one set of application documents directly or by mail to the General Department of Politics, while also notifying the Ministry of Foreign Affairs for coordination.- The application documents include: A written request for information and press activities; a photocopy of the foreign journalist's press card for the permanent resident journalist.- Within 5 working days from the date of receiving the complete application documents, the General Department of Politics is responsible for responding to the resident office in writing.- When engaging in information and press activities at agencies and units under the MND, journalists must carry the written approval from the General Department of Politics, the foreign journalist's press card issued by the Ministry of Foreign Affairs, and a passport.
