The Government of Vietnam has recently promulgated:A handler of dangerous goods is any organization or individual who performs the task of loading and unloading dangerous goods onto motorized road vehicles or onto inland water vessels, or at warehouses or yards where dangerous goods are stored.

Decree 42/2020/ND-CP stipulates that persons handling dangerous goods are organizations or individuals who perform the loading and unloading of dangerous goods on road vehicles, watercraft, or at storage warehouses. When handling dangerous goods on vehicles and in warehouses, the following regulations must be adhered to:
- Organizations and individuals involved in the handling of dangerous goods on vehicles and in warehouses must strictly comply with the handling, loading, unloading, and transportation guidelines for each type of dangerous goods, or as stated by the shipper.
- The handling of dangerous goods must be directly instructed and supervised by the warehouse manager, the shipper, or the escorts. Different types of goods that may chemically react and increase danger must not be loaded together in the same vehicle. For types or groups of dangerous goods that must be handled in isolation, the handling must be conducted in designated warehouse or docking areas.
- In cases where the transportation of dangerous goods does not require an escort, the transporter must carry out the handling of goods as directed by the shipper.
- After all dangerous goods have been removed from the warehouse, the storage area must be cleaned according to specified procedures to avoid affecting other goods.
Furthermore, the Decree also specifically requires the following for individuals involved in the transportation of dangerous goods:
- Drivers of vehicles transporting dangerous goods must be trained and certified as having completed the training program as regulated.
- Warehouse managers, escorts, loaders, and unloaders of dangerous goods must be trained and certified as having completed the training program for the type of dangerous goods they are handling, transporting, or storing as per regulations.
