Circular 22/2017/TT-BLDTBXH has been issued by the Ministry of Labor, Invalids, and Social Affairs, providing guidance on the implementation of certain provisions of Decree 113/2015/ND-CP, which stipulates hazardous, arduous, and dangerous allowances for educators in public vocational education institutions.
The calculation and monthly benefit of the extra allowance for hazardous, strenuous, and dangerous conditions for educators are guided by Circular 22 as follows:
Hazardous, strenuous, dangerous condition allowance = (Allowance rate for hazardous, strenuous, dangerous conditions x Statutory pay rate) / (Teaching hour norm for educators per year / 12 months) x Actual hours of practice and integrated teaching in hazardous, strenuous, dangerous conditions in the month.
Example: Educator F is a welding practice instructor at a vocational school workshop (direct exposure to toxic gas). The allowance rate for hazardous, strenuous, dangerous conditions is 0.1; statutory pay rate is 1,300,000 VND; teaching hour norm for educators per year is 480 hours; actual practice hours in the month are 30 hours. The monthly allowance for hazardous, strenuous, dangerous conditions that educator F is entitled to is calculated as follows:
Allowance for hazardous, strenuous, dangerous conditions = (0.1 x 1,300,000 VND) / (480 hours / 12 months) x 30 hours = 97,500 VND.
