Recently, the Minister of Health of Vietnam issued Circular 16/2020/TT-BYT on the standards and guidelines for awarding the Hai Thuong Lan Ong Prize related to traditional medicine and pharmacy.

According to Circular 16/2020/TT-BYT, the specific criteria for the Hai Thuong Lan Ong Award in Vietnam are stipulated as follows:
1. For individuals working at healthcare facilities in Vietnam
- Ensure the general standards prescribed in Article 7 of Circular 16/2020/TT-BYT;
- Meet one of the following standards:
2. For individuals engaged in scientific research in Vietnam
- Ensure the general standards prescribed in Article 7 of Circular 16/2020/TT-BYT;
- Meet one of the following standards: Lead at least one scientific research project, program, scheme, project combining traditional medicine and pharmaceutical with modern medicine at the ministry, provincial, central city level; or lead at least three scientific research projects, program, scheme, project combining traditional medicine and pharmaceutical with modern medicine at basic level that have been accepted; or have published at least two research works in specialized scientific journals in traditional medicine and pharmaceutical field.
3. For individuals involved in training
- Ensure the general standards prescribed in Article 7 of this Circular;
- Meet one of the following standards:
4. For individuals working in the cultivation, harvesting, processing, production, business of medicinal materials, traditional medicine in Vietnam
- Ensure the general standards prescribed in Article 7 of Circular 16/2020/TT-BYT;
- Meet one of the following standards:
5. For individuals in management work
- Ensure the general standards prescribed in Article 7 of Circular 16/2020/TT-BYT;
- Meet one of the following standards:
6. For practitioners, traditional medicine doctors, individuals practicing with family remedies or traditional healing methods
- Ensure the general standards prescribed in Article 7 of Circular 16/2020/TT-BYT;
- Have a practicing certificate issued by the state management agency; be a member of a professional association in traditional medicine and pharmaceutical field, confirmed by the professional association in traditional medicine and pharmaceutical field at provincial and city level regarding professional ethics and expertise.
- Meet one of the following standards:
7. For foreign individuals working in the traditional medicine and pharmaceutical field in Vietnam
- Have worked in the traditional medicine and pharmaceutical field in Vietnam for at least 10 years;
- Have many merits, contributions, notable innovations, special outstanding achievements, effectively applied in the traditional medicine and pharmaceutical field recognized by competent authorities at the ministry, provincial, or central city level.
8. Other subjects
The following cases are considered for the Hai Thuong Lan Ong Award without applying the provisions in Clause 1, Clause 3 of Article 7 and the provisions from Clause 1 to Clause 7 of this Article, including:
- Individuals, including foreigners or private traditional medicine practitioners with significant outstanding contributions or many humanitarian activities, great material contributions to the cause of preserving, developing traditional medicine and pharmaceutical, contributed many valuable remedies, traditional healing methods to the State, nominated by an agency, mass organization, political organization, political-social organization, social-professional organization and proposed by the provincial People's Committee or the Ministry of Health;
- Individuals in traditional medicine and pharmaceutical field bestowed with the titles of People's Doctor, Meritorious Doctor, People's Teacher, Meritorious Teacher, continuing to have many outstanding achievements and significant contributions in the traditional medicine and pharmaceutical field until the time of consideration, without any ethical violations equal to or more severe than a warning.
