Guidance on specific standards for awarding the Hai Thuong Lan Ong Prize in Vietnam (Illustrative Image)

According to Circular 16/2020/TT-BYT, the specific criteria for the Hai Thuong Lan Ong Award in Vietnam are stipulated as follows:

1. For individuals working at healthcare facilities in Vietnam

- Ensure the general standards prescribed in Article 7 of Circular 16/2020/TT-BYT;

- Meet one of the following standards:

• Summarize at least one remedy or method of treatment or technical innovation in the field of medicinal materials and traditional medicine that has been applied in provincial-level traditional medicine and pharmaceutical examination and treatment units and recognized by the Department of Health or the Department of Science and Technology;

• Lead at least one scientific research project, program, scheme, project combining traditional medicine and pharmaceutical with modern medicine at the basic level or participate in at least one scientific research project, program, scheme, project combining traditional medicine and pharmaceutical with modern medicine at the ministry or provincial level that has been accepted.

2. For individuals engaged in scientific research in Vietnam

- Ensure the general standards prescribed in Article 7 of Circular 16/2020/TT-BYT;

- Meet one of the following standards: Lead at least one scientific research project, program, scheme, project combining traditional medicine and pharmaceutical with modern medicine at the ministry, provincial, central city level; or lead at least three scientific research projects, program, scheme, project combining traditional medicine and pharmaceutical with modern medicine at basic level that have been accepted; or have published at least two research works in specialized scientific journals in traditional medicine and pharmaceutical field.

3. For individuals involved in training

- Ensure the general standards prescribed in Article 7 of this Circular;

- Meet one of the following standards:

• Chief editor or participate in compiling at least one specialized training curriculum in traditional medicine and pharmaceutical or chief editor of at least one reference book in traditional medicine and pharmaceutical field or participate in compiling at least two reference books in traditional medicine and pharmaceutical field; or have at least two innovations, improvements in training methods that bring high efficiency in student and learner studies in traditional medicine and pharmaceutical field, recognized by the school's scientific and technological council and widely applied in teaching at school;

• Lead one scientific research project, program, scheme, project in traditional medicine and pharmaceutical field, combining traditional medicine and pharmaceutical with modern medicine at the basic level; or two scientific initiatives in traditional medicine and pharmaceutical field; or participate in the ministry or provincial scientific research scheme, project in traditional medicine and pharmaceutical field or higher level that has been accepted.

4. For individuals working in the cultivation, harvesting, processing, production, business of medicinal materials, traditional medicine in Vietnam

- Ensure the general standards prescribed in Article 7 of Circular 16/2020/TT-BYT;

- Meet one of the following standards:

• Have at least one innovation or useful solution in the process of producing and processing medicinal materials, traditional medicine, drugs derived from medicinal materials recognized by the Department of Health or the Department of Science and Technology;

• Develop at least three production processes of traditional medicine, drugs derived from medicinal materials;

• Lead at least one basic-level scientific research project, program, scheme, project in the field of cultivation, harvesting, processing, production, business of medicinal materials, traditional medicine, drugs derived from medicinal materials or participate in ministerial or provincial-level scientific scheme, project in the field of cultivation, harvesting, processing, production, business of medicinal materials, traditional medicine, drugs derived from medicinal materials that has been accepted.

5. For individuals in management work

- Ensure the general standards prescribed in Article 7 of Circular 16/2020/TT-BYT;

- Meet one of the following standards:

• Participate in building and implementing policies and legal documents to develop traditional medicine and pharmaceutical approved by competent authorities, specifically: at least one Law or one Decree or four Circulars on the development of the health sector or traditional medicine and pharmaceutical; or at least one Resolution, Directive, Program, Scheme, Project issued by the Central level; or at least two documents including Directives, Plans, Programs, Schemes, Projects issued by the ministry or sector or at least four professional documents in traditional medicine and pharmaceutical field approved by the Ministry of Health;

• Participate in building at least two of the following documents: Resolution, Directive, Plan, Program, Scheme, Project in the field of traditional medicine and pharmaceutical or combine traditional medicine with modern medicine and effectively implement them at the local level (from the district level upwards).

• Have innovations, management solutions effectively applied in the traditional medicine and pharmaceutical field recognized by management authorities from the district level upwards.

6. For practitioners, traditional medicine doctors, individuals practicing with family remedies or traditional healing methods

- Ensure the general standards prescribed in Article 7 of Circular 16/2020/TT-BYT;

- Have a practicing certificate issued by the state management agency; be a member of a professional association in traditional medicine and pharmaceutical field, confirmed by the professional association in traditional medicine and pharmaceutical field at provincial and city level regarding professional ethics and expertise.

- Meet one of the following standards:

• Participate in compiling at least one teaching document, reference book or compiling at least one book on the use of Vietnamese herbs, Vietnamese remedies, local medicinal plants following traditional medicine theory recognized by the Department of Health and applied locally;

• Have at least one remedy, treatment method according to traditional medicine theory effectively applied locally and recognized by the Department of Health.

7. For foreign individuals working in the traditional medicine and pharmaceutical field in Vietnam

- Have worked in the traditional medicine and pharmaceutical field in Vietnam for at least 10 years;

- Have many merits, contributions, notable innovations, special outstanding achievements, effectively applied in the traditional medicine and pharmaceutical field recognized by competent authorities at the ministry, provincial, or central city level.

8. Other subjects

The following cases are considered for the Hai Thuong Lan Ong Award without applying the provisions in Clause 1, Clause 3 of Article 7 and the provisions from Clause 1 to Clause 7 of this Article, including:

- Individuals, including foreigners or private traditional medicine practitioners with significant outstanding contributions or many humanitarian activities, great material contributions to the cause of preserving, developing traditional medicine and pharmaceutical, contributed many valuable remedies, traditional healing methods to the State, nominated by an agency, mass organization, political organization, political-social organization, social-professional organization and proposed by the provincial People's Committee or the Ministry of Health;

- Individuals in traditional medicine and pharmaceutical field bestowed with the titles of People's Doctor, Meritorious Doctor, People's Teacher, Meritorious Teacher, continuing to have many outstanding achievements and significant contributions in the traditional medicine and pharmaceutical field until the time of consideration, without any ethical violations equal to or more severe than a warning.
